1. INTRODUCTION
Engeny Australia Pty Ltd (Engeny) have been commissioned by Adrian Brocken to prepare a Flood Impact Assessment to support the proposed
earthworks and reconfiguration of lot at 21 Ward Street, Tewantin (herein referred to as the Site). The Site is located within the Noosa Shire
Council (NSC) Local Government Authority (LGA) area. This report provides details of the existing and proposed flooding and conditions and
an assessment of development impacts on flooding behaviour.
1.1 Project Scope
The project site at 21 Ward Street historically installed a tennis court at the rear of the site which involved the existing terrain being excavated
to create a level surface, with the intent to re-instate this area back to pre-existing / historical levels (i.e. before the excavation of the tennis
court was to occur. This flood assessment aims to quantify changes to flooding conditions resulting from the re-instate of this area to pre-
existing levels to ensure no off-site impacts or earthworks identify any adjustments required to the current design. The scope of works for
this assessment includes the following:
• Hydraulic Assessment:
– Utilise Noosa Urban hydraulic model to simulate existing flooding conditions for the 10%, 5%, 2%, 1% AEP and 1% (2100) AEP design
storm events based on current terrain (includes tennis court excavation).
– Update hydraulic model to simulate post development (i.e. pre-existing terrain) conditions for the above design storm events.
– Assess potential impacts created by the reinstatement of site back to pre-existing terrain levels.
A summary of the works proposed in relation to the re-instatement of pre-existing ground levels.
• Existing ground levels including the excavated area previously provided for the tennis court, which provides an area of 457m² for Lot 22
with an overall area of 873m² and an area of 505m² for Lot 23 with an overall area of 919m² as shown on Plan No. 6144AB; and
• Reinstatement of the existing natural ground levels providing for 553m² for Lot 22 and 615m² for Lot 23 (Plan No. 6144AE).
1.2 Data, Supplied & Sourced Information
In the preparation of this report, information was gathered from the following sources:
• NSC - Noosa Urban hydraulic (TUFLOW) model.
• Site survey and proposed plan of reconfiguration provided by MWA Surveys.
• Aerial Imagery obtained from QLD Globe and Nearmap (accessed July 2024).
1.3 Guidelines, Design Standards and Reference Documents
The guidelines, standards and codes considered during the assessment were as follows:
• The Noosa Plan 2020.
• Australian Rainfall and Runoff 2019 (ARR).
Reference documents relevant to this assessment are:
• Noosa River Flood Study Upgrade Report (WMAwater, 2017).
1.4 Site Location and Features
The Site is located at 21 Ward Street, Tewantin and is comprised of three allotments, formally described as Lots 74, 75, and 76 on RP28717.
The property is bounded by residential allotments to the north and south, Noosa River to the east and Ward Street to the west. The total
site area is 3,187 m2 with elevations ranging from 1.25 to 9.43 m AHD. The Site slopes from west (Ward St) to east at a gradient between 4%
and 10%, with a flat area in the eastern portion of the site previously intended to be used as a tennis court.
