Town Planning Report
State Planning Policy
63. The State Planning Policy (SPP) defines the Queensland Government’s policies about matters of state
interest in land use planning and development. The SPP only applies to development assessment if
the planning scheme has not yet appropriately integrated the SPP. If there is a discrepancy between
a local planning scheme and the SPP, then what is outlined in the state planning policy overrides the
planning scheme.
64. As determined by the planning scheme, The Noosa Plan 2006 has not adopted the SPPs introduced
July 2017 as part of the new planning system. The proposed development is consistent with the
outcomes expressed in the State Planning Policy and furthers the relevant state interests. A more
detailed assessment of specific state interests is discussed in the section of this report related to the
SDAP provisions.
South East Queensland Regional Plan 2017
65. The subject land is located within the Urban Footprint designation of SEQRP 2017 as shown within
the Regional Plan extract included within the Statutory Mapping Extracts at Attachment 2 to this
report. This land use category in essence provides the in-principle support for future development of
the land for urban purposes. The proposed development is considered to be appropriate as it
represents an efficient use of the land which will facilitate residential development and as such,
furthers the intent of the SEQRP 2017.
PLANNING SCHEME CONSIDERATIONS – Noosa Plan 2006
A summary of the assessment of the proposal against the provisions of the Noosa Plan 2006 (the Planning
Scheme) is outlined below.
