those nominated by Schedule 1 of the Planning Scheme. However, building layouts have been
arranged to maximise amenity values of the site and minimise any level of obtrusiveness to
adjacent boundaries;
f) The scale of the proposed development is such that building form and character will not be
directly inconsistent with surrounding built form;
g) The extent of excavation and filling works required to accommodate the proposed development
has been minimised as far as practicable.
75. Reconfiguring a Lot Code – The proposed development anticipates a reconfiguration in the form of
both a boundary realignment (and associated amalgamation) and access easement. It is intended
existing lots 2 and 3 be amalgamated and the eastern boundary relocated slightly east to
accommodate the proposed Seniors Living Community. The nature of this proposed boundary
realignment is minor and is a reasonable consequence of the proposed development. Access to the
relocated Cooroy Golf club house will then be afforded along the north boundary of the resultant lot.
This easement is intended to be designed in accordance with sections 2 and 3 of PSP5 Engineering
Design Standards – Roads, drainage and Earthworks, and will be such that affords access to both the
Seniors Living Community and the relocated golf club house.
76. Residential Uses Code – The Residential uses code is the primary planning scheme code relevant to
the assessment of this application with respect of the Seniors living community development
component. The proposed Seniors living community is considered to comply with the performance
outcomes and/or acceptable solutions (or can be conditioned to comply) with the relevant aspects
of the code, particularly in the following ways:
a) The proposed use is consistent with the character of the locality and is sited on land that can be
technically substantiated as suitable for residential land uses;
b) All essential urban infrastructure, including reticulated water and sewer, electricity and
telecommunications connections will be afforded to the site;
c) Suitable day and night safety and security measures are provided through means of fencing and
lighting;
d) The layout has been designed to ensure minimal impact on surrounding uses by the incorporation
of extensive landscaping and generous buffers; and
e) The layout of the proposed development results in unrestricted vehicle access and egress from
the site to the surrounding established road networks.
77. Business Uses Code – The Business uses code is the primary planning scheme code relevant to the
assessment of this application with respect to the relocated golf club house component of the
proposal. The newly relocated club house is considered to comply with the performance outcomes
and/or acceptable solutions (or can be conditioned to comply) with the relevant aspects of the code,
particularly in the following ways:
a) The proposed use is consistent with the existing recreational operation and is sited on land that
is anticipated to accommodate sport and recreational uses;
b) All essential urban infrastructure, including water, sewer, electricity and telecommunications
connections have been provided;
