Good afternoon Graeme,
I confirm that we are agreeable for the change applications to the MCU’s to be lodged now.
We will be charging the minor change fee for one application and an administrative fee for the other (currently $1,904
and $185).
After these applications have been finalised we can accept Generally in Accordance applications for the Operational
Works approvals.

Hi Patrick,
Many thanks for your response in relation to this matter. As discussed previously, we are currently preparing our
(Minor) Change applications for both Precinct E2 and F. I note your preference that these should not be lodged until
after the road reserve matters are resolved, however, we would appreciate the opportunity to lodge beforehand.
As you know, Altum have been liaising with the residents of The Fairways in relation to the intended Resort Drive

works, and met with them earlier this week. At that meeting, Altum presented the landscape plans (which reflect
your email acknowledgement below) and explained the intended landscaping and fencing solution along the Resort
Drive frontage of the site. The residents appeared to be generally in support of the proposal. The residents also
indicated that they were likely to submit letters of support in respect of the proposed works, and have indicated
that they are keen to see the works undertaken as soon as possible.
However, we note that the current Operational Works approvals do not reflect the currently proposed landscaping
and fencing design outcome. Further, the proposed landscape / fence solution is currently inconsistent with the
higher order Material Change of Use approvals (i.e. 132005.1133.7 and MCU15/0109.01). As per your email below,
the fencing and landscaping solution needs to be reflected in future Minor Change applications, which we would like
to lodge next week.
To address the residents’ concerns about landscaping along Resort Drive as quickly as possible, we seek Council’s
consideration as to whether it would support lodgement of a Generally in Accordance request in relation to the
OPW approval (Precinct F) so that the plans reflect the revised landscaping and fencing solution, notwithstanding
that the Change applications for the MCU still need to be lodged and decided.
Given the community interest in this matter, and the efforts by all involved to resolve the issues to the satisfaction
of nearby residents and Council, we respectfully request support for this approach.
I would be happy to discuss the details of the approach with you further ahead of Council providing written
confirmation, if required.

Good afternoon Graeme,
Further to our recent conversations we are agreeable to the following, as detailed in your letter dated 2 March
All pools located immediately adjacent to the Resort Drive boundary of the site have been deleted (as required
by Council conditions), with the exception of the pool associated with unit 702 in Block 7 in Precinct F.
Unfortunately, given prior contractual arrangements, our client has been unable to shift this pool. However,
it is evident from the VMP’s and Landscape Concept Plans that there will be no loss of trees in this location.
Furthermore, the pool is located adjacent the section of Resort Drive with the widest verge and screening
opportunities are therefore maximised;
A 2 metre buffer landscape strip is provided generally along the length of Resort Drive frontage within the
boundary of the site (as required by Council conditions). The only exception relates to the abovementioned
pool. As a consequence of the introduction of this landscape buffer strip, lower level terraces have also been
removed and replaced with turf;
Informal pedestrian access from the dwellings to Resort Drive have been removed as required by Council
conditions. In addition, all steppers that were previously shown as leading to the Resort Drive fence line have

been removed. Instead, gates have been provided in the dividing fence between courtyards to allow access
from the outer units to the middle units for maintenance purposes;
Dividing block walls between courtyards have been reduced in length such that they finish 2m from the Resort
Drive fence / boundary line, with a timber batten fence provided in lieu. This change has been incorporated in
accordance with Council conditions. The only exception relates to the abovementioned pool.
We also accept the ‘lightweight courtyard boundary and divider fencing’ being the 1500mm high hardwood fence as
detailed below. We are agreeable to the fence being situated on the property boundaries and works undertaken in
accordance with the recommendations contained within the letter from Anembo Consultants dated 2 March 2018
(attached).
It is suitable that a change application be lodged once the road reserve enforcement matters are resolved.

Hi Patrick, further to our discussion yesterday regarding Council’s possible requirements for articulation
and additional setbacks, I note also that we (Altum and myself) met with a number of residents from the
adjoining Noosa Springs Villas. They provided positive feedback to the proposed fencing and landscaping
solution. In particular, they were pleased to know that the boundary fence was to be constructed of light
weight timber, and not a block wall.
As mentioned yesterday, I believe the current landscape / 1.5m light weight fencing proposal already
achieves a positive visual amenity outcome that will not be enhanced by additional articulation or
setbacks. I agree that there would be merit in requiring additional articulated fencing and setbacks if the
boundary fence was to be a high timber screen fence or block wall configuration.
I hope these additional comments assist in your consideration.
