         Scenario 2: Applying an 18% reduction in Through Volumes on Myall Street at Holts Road

         Comparing estimated future volumes (in the attached Design Future AADT Volumes for ‘Do Nothing’ and
         ‘Upgrade Option’ document) with DTMR census data identifies that traffic volumes on Myall Street east of
         Ferrells Road were 18% lower in 2015 than estimated in the 2014 ‘do nothing case’. This implies that traffic
         growth on Myall Street is not as high as previous estimates. Whilst construction activities could have impacted
         volumes on this section of Myall Street, it is TTM’s opinion that future traffic volumes on Myall Street will be
         lower than previously estimated to a combination of:

                 Construction of the northern Cooroy interchange;
              Construction of the service road north of the site providing alternative access arrangements between
                  the Bruce Highway and Black Mountain/Cooroy;
              Lower growth than estimated to determine volumes in the ‘do nothing’ case.

         Whilst applying these alternative values, the following input data is still considered to be conservative:

                 Heavy vehicle percentage;
                 Traffic growth rates;
                 Traffic generation of industrial land use;
              Fast food traffic generation; and
                 Shared trips.
