           Scenario 3: Using Design 2014 peak hour through volumes for the ‘upgrade option’

           The Design Future AADT Volumes for ‘Do Nothing’ and ‘Upgrade Option’ document provided by DTMR
           identifies a reduction of traffic using the northbound on and off ramps in 2014 as shown in Table 2.

           Table 2: Estimated 2014 PM Peak Hour Through Volumes on Myal l Street at Holts Road
            Scenario                                       Eastbound                                                     Westbound
            Do Nothing                                           401                                                       153
            Upgrade Option                                       284                                                        98

           Table 2 clearly shows that the proposed Cooroy interchange project would decrease traffic volumes Myall
           Street at Holts Road. The primary cause of this is anticipated to be the construction of the northern
           interchange with Elm Street (Cooroy Connection Road). At this location northbound on and off ramps are
           provided whereas there was previous only a southbound off ramp. As the volumes in the ‘Upgrade Option’
           are estimations, TTM have added 10% (i.e. 312vph eastbound and 108vph westbound) to determine 2014
           base PM peak hour through volumes.

           Whilst applying these alternative values, the following input data is still considered to be conservative:

                   Heavy vehicle percentage;
                   Traffic growth rates;
                   Traffic generation of industrial land use;
                Fast food traffic generation; and
                   Shared trips.
