Appendix C - Traffic Assessment Report
The existing site access has been assessed in accordance with Austroads sight distance requirements for
the truck-day base case (ie truck operating in daylight hours) and the norm-day base case (ie normal car
driver travelling at 85th percentile speeds in daylight hours). Of the two cases, the truck-day base case is
generally the critical case.
Louis Bazzo Drive has a posted speed limit of 90km/h in the vicinity of the site. Austroads requires that a
design speed equal to the posted speed limit plus 10km/h (ie 100km/h) be used when calculating sight
distance requirements. Requirements for sight distance for the truck-day base case are outlined in
Austroads Guide to Road Design Part 4A Table A6 and A12 and summarised below using an observation
time 0.5 seconds less than specified in Table A8.
safe intersection sight distance of 219m for the truck-day base case based on a speed environment
of 100km/h (195m for the norm-day base base)
approach sight distance (ASD) of 191m for the truck-day base case based on a speed environment
of 100km/h (141m for the norm-day base case)
minimum gap sight distance (MGSD) of 139m, based on a critical acceptance gap of five seconds
for a vehicle undertaking a right turn manoeuvre in a 100km/h speed environment
The proposed domestic access driveway achieves 230m sight distance to the east and in excess of 300m
to the west. Therefore, the access driveway complies with Austroads EDD sight distance requirements at
domestic accesses.
ROAD SAFETY ASSESSMENT
Requirement
TMR’s Guide to Traffic Impact Assessment (2018) (GTIA) requires a risk assessment of the likelihood and
consequence of safety risks being increased on the state-controlled road network, due to the addition of
site accesses and development generated traffic, pedestrians or cyclists. A risk assessment has been
undertaken using the methodology prescribed in Section 9.3.2 of TMR’s GTIA, to assess the potential
impacts of the proposal on the safety of the state-controlled road network.
Methodology
The risks inherent on the existing state-controlled road network and associated with the addition of
development generated traffic were scored using the risk scoring matrix outlined in TMR’s GTIA, as
reproduced in Figure 4. In undertaking the risk assessment:
the likelihood of a crash was determined based on the number of similar crashes reported in the
historical crash data
the consequence of a crash was based on the Fatal and Serious Injury (FSI) Indexes reported in Part
4 of TMR’s Manual of Uniform Traffic Control Devices (MUTCD) for different crash types / DCA
