7.1 MINOR AMENDMENTS TO FEES AND CHARGES REGISTER FOR
COMMERCIAL FEES
Author Property Advisor, Denis Wallace
Property | Development & Regulation Department
Index 7.45 - 2025 - 2026 Fees and Charges
Attachments None
EXECUTIVE SUMMARY
Council's adopted Fees and Charges Register categorises fees as either Cost Recovery or
Commercial fee types in accordance with the Local Government Act 2009. A recent review has
identified typographical errors in the legislative reference for a number of fees administered by the
Property Branch that should be correctly classified as Commercial fees. This report seeks Council’s
endorsement to amend the Register to ensure accuracy and transparency.
RECOMMENDATION
That Council
A. Note the report by the Property Advisor to the Services & Organisation Committee dated 7
October 2025 regarding minor amendments to Council's Fees and Charges Register;
B. Adopt the legislative reference changes to Council's Fees and Charges Register for the
commercial fees, as detailed in the report; and
C. Authorise the CEO to amend Council's 2025/26 Fees and Charges Register accordingly.
REPORT
Purpose
This report seeks minor amendments to Council's Fees and Charges register to correct the
legislative reference for a number of commercial fees.
Proposed Changes to Fees and Charges Register
Council's adopted 2025/26 Fees and Charges Register details fee types for each fee, being either
"Cost Recovery" or "Commercial". The Register states:
All Cost Recovery fees for applications and related functions and for giving of information kept by
Council have been adopted by Council under Section 97 of the Local Government Act 2009. All
commercial fees for the provision of services which require a GST payment have been adopted by
Council under Section 262(3)(c) of the Local Government Act 2009.
The Register includes a column titled "Legislative Reference" listing the applicable section of the
Act.
A recent review of fees levied by Council's Property Branch identified typographic errors for the
legislative reference for a number of fees listed as Cost Recovery fees that should be listed as
Commercial fees.
The fees requiring reference amendments are:
• Footpath Dining (Cooroy) Annual Permit Fee – Per square metre
• Footpath Dining (Hastings Street, Noosa – Foreshore) Annual Permit Fee – Per square metre
Page 9 of 50

• Commercial High Use Permit Fee – Learn to Surf Main Beach – 1
• Commercial High Use Permit Fee – Learn to Surf Main Beach – 2
• Commercial High Use Permit Fee – Other
• Commercial High Use Permit Fee – Surf Dance Lessons – Main Beach
All fees above are incorrectly referenced as Cost Recovery under Section 97(2)(a) of the Local
Government Act 2009 and are recommended to be changed to Commercial fees under under
Section 262(3)(c) of the Local Government Act 2009. Given Council's next Fees and Charges
Register for FY26/27 will not be adopted until mid-2026, it is appropriate Council amends its current
Register now. The resolution has been worded accordingly.

7.2 NOOSA SHIRE COUNCIL SOLE AND SPECIALISED SUPPLIER LISTS
Author Procurement and Contracts Advisor, Leigh Mooney
Procurement | Corporate Services Department
Index ECM/ Subject/ Purchasing and Supply Matters
Attachments 1. Attachment 1 - Sole Supplier List
2. Attachment 2 - Specialised Supplier List
EXECUTIVE SUMMARY
The procurement of all Council’s goods and services must be carried out in compliance with the
Local Government Act 2009 (‘the Act’) and the Local Government Regulation 2012 (‘the Regulation’).
The Regulation provides for the procurement of medium-sized and large-sized contracts, and also
allows for exceptions to these requirements under certain circumstances such as the approval of a
supplier being deemed a sole or specialised provider.
This report seeks to amend the Specialised Supplier List by the removal and addition of nominated
suppliers, and also seeks to maintain the current Sole Supplier List.
The amendment of the Specialised Supplier List includes the removal of nominated suppliers, as
they are able to be procured via other means as permitted by legislation, and proposes the addition
of new suppliers to respond to Council’s current and future procurement requirements.
RECOMMENDATION
That Council
A. Note the report by the Procurement & Contracts Advisor to the Services & Organisation
Committee dated 7 October 2025 regarding the Sole and Specialised Lists;
B. Adopt the Sole Supplier List provided at Attachment 1 of the report for the next twelve (12)
months; and
C. Adopt the Specialised Supplier List provided at Attachment 2 of the report for the next twelve
(12) months.
REPORT
The Local Government Regulation 2012 (“the Regulation”) provides for different methodologies to
establish Medium and Large sized contracts.
In accordance with the default contracting procedures, medium-sized contracts, defined as a
contract value of $15,000 or more but less than $200,000 (exclusive of GST), require three (3) written
quotations to be invited.
Additionally, large-sized contracts defined as a contract value of $200,000 (exclusive of GST) or
greater, require written tenders by public invitation.
The Regulation (Section 235) allows exceptions to these requirements under certain circumstances,
including where the suppliers are considered sole or specialised, as follows:
Page 14
SERVICES & ORGANISATION COMMITTEE MEETING 7 OCTOBER 2025
A local government may enter into a medium-sized contractual arrangement or large-sized
contractual arrangement without first inviting written quotes or tenders if—
(a) the local government resolves it is satisfied that there is only 1 supplier who is reasonably
available; or
(b) the local government resolves that, because of the specialised or confidential nature of the
services that are sought, it would be impractical or disadvantageous for the local government
to invite quotes or tenders.
As such, Council reviews the sole and specialised lists annually to ensure their appropriateness and
currency and subsequently seeks Council resolution to adopt the revised/amended lists.
A resolution to adopt the lists will allow Council to engage with these suppliers in a more timely
manner than if inviting quotes or tenders.

Risk & Opportunities
There is risk associated with not having these lists available to Council for the engagement of
sole/specialised services in a timely manner. Additionally, the ongoing availability of these lists by
resolution (amended annually), reduces the Council’s risk of breaching regulations relating to the
establishment of medium and large sized contracts.

Agreements, which provide sustained support to eligible community organisations.
Three-Year Community Alliance Agreements
This funding stream provides financial support for up to three years to not-for-profit community
organisations with a proven track record of delivering services that:
• Support key service areas including arts and cultural development, community development,
community safety, and heritage
• Provide significant benefits to the Noosa community beyond their membership base
• Demonstrate value for money and contribute to the ongoing development, growth, and
sustainability of Noosa’s social, cultural, and environmental sectors
• Align with Council’s strategic goals and initiatives, as outlined in the Noosa Council Corporate
Plan 2023–2028, the Noosa Social Strategy, and other relevant Council plans and strategies.
The grant process follows a two-stage application model. In the first stage, Council invites
expressions of interest (EOIs), which are assessed for eligibility under the Noosa Council Grants
Policy and Guidelines. EOIs that meet the mandatory criteria are then invited to submit a full

application in the second stage.
Full applications are evaluated by community grants assessors against the following criteria:
• Service overview and target reach
• Organisational capacity and governance
• Financial sustainability and value for money
• Community impact and benefit
• Demonstrated community need
• Alignment with Council’s strategic plans and priorities
• Partnerships and collaboration
• Innovation and continuous improvement
Applications are then considered by a moderation panel, who review assessors' recommendations
and confirms funding allocations. All assessors and panel members declare any actual or perceived
conflicts of interest and are excluded from discussions or decisions related to those applications.
Organisations awarded a Three-Year Community Alliance Agreement are not eligible for Three-Year
Maintenance Agreements or Three-Year Signature Community Event Grants. Funding for years two
and three (2026 and 2027) is subject to sufficient allocations in future Council budgets.
Tewantin Heritage and Historical Society - Community Alliance Funding Application
The Tewantin Heritage and Historical Society has submitted an out-of-round application for funding
under the 2025–26 Community Grants Program, through the three-year Community Alliance
Agreements. The Community Grants Policy and Guidelines allow for late or out-of-round applications
where there are exceptional circumstances.
For the past 24 years, the Tewantin Heritage and Historical Society (THHS) has operated the
Tewantin Visitor Information Centre known as Parkyn’s Hut Visitor Information Centre, with the
support of 56 volunteers. These volunteers share their local knowledge with both residents and
tourists, contributing to the region’s visitor experience. Open 361 days a year, the centre has been
recognised three times as Queensland’s Best Visitor Information Centre operated by volunteers,
reflecting its ongoing service and community contribution, including the most recent 2025 Visitor
Information Centre (VIC) of the Year Award.
In the 2023–24 financial year, the centre welcomed over 14,500 visitors, with local residents making
up the largest group (5,723), followed by interstate travellers (4,383), Queensland visitors (2,629),
and international tourists (1,769). Volunteers contributed more than 10,900 hours during this period,
highlighting the community’s commitment to the centre’s operations.
Beyond operating Parkyn’s Hut, the Tewantin Heritage and Historical Society (THHS) also undertake
historical research and host community events, including the annual Pioneer’s Luncheon. The centre
has traditionally relied on member subscriptions, donations, and an annual contribution of
approximately $7,500 from Tourism Noosa to support its operations.
Tourism Noosa has recently advised THHS that they will no longer provide financial support from
the 2025–26 financial year onwards, apart from covering THHS's 2025 insurance. This decision
places THHS in a financially unsustainable position, given its limited alternative revenue streams
and rising operational expenses and would likely see the imminent closure of the Parkyn's Hut Visitor
Information Centre.
As this funding change was only confirmed after the Community Alliance Grants Program (2025–
2028) closed in March, THHS has submitted an out-of-round grant application seeking support to
Page 34 of 50
Page 35
SERVICES & ORGANISATION COMMITTEE MEETING 7 OCTOBER 2025
sustain its operations and continue contributing to both the local community and the visitor economy.
THHS currently faces an annual funding shortfall of $10,200, with operational expenses totalling
$13,000 and income of $2,800. To support the continued operation of Parkyn’s Hut Visitor
Information Centre, THHS is seeking a three-year Community Alliance Grant Agreement to assist
with essential operational costs.
In addition to this funding request, and to support long-term sustainability, Council has facilitated a
strategic planning process for THHS with Business Mentors Noosa. This process will review the
organisation’s current circumstances, reassess its strategic direction, identify future revenue and
grant opportunities, and support efforts to achieve ongoing financial sustainability.
Council officers assessed the application against the Community Alliance grant criteria as well as
undertaking a comparison to the applications endorsed in June 2025. The application scored highly
and THHS is therefore recommended to receive a three-year Community Alliance Funding
Agreement from 2025 to 2028.
Comparatively, Council already provides Community Alliance grant funding to two similar heritage
related organisations being:
• The Cooroora Historical Society (Noosa Museum)
• The Cooroy-Noosa Genealogical & Historical Research Group
These organisations received $6,727.18 each in funding for the 2025–26 financial year. Aligning
THHS’s funding with that of similar organisations ensures consistency, fairness, and transparency
in Council’s grant-making process. It is therefore the officers' recommendation that Tewantin
Heritage and Historical Society be awarded a Community Alliance grant of $6,727.18 for 2025-26
with future allocations indexed to CPI through to 2028.

That Council:
A. Note the report by the Community Connection Manager to the General Committee Meeting dated
16 June 2025; and
B. Approve the 2025-26 Community Grants for Three-Year Community Alliance Agreements as
outlined in Attachment 1, subject to sufficient funds totalling $135,370.11 being allocated in Council’s

That Council note the report by the Community Connection Manager to the General Committee on
the 20 January 2025 and approve the revised Community Grants Policy provided at Attachment 1 to
the report.
Finance
The 2025-26 budget includes a total allocation of $553,877.33 for community grants for the
categories of Community Project Grants, Community Alliance and Signature Community Events. Of
this, $111,743.67 remains available for the implementation of Council Community Quick Response
and Individual Sports Development Grants. If this recommendation is supported, this out of round
application will reduce this amount to $105,016.49.
Risk & Opportunities
Risks
• Financial Sustainability: Without Council support, the Tewantin Heritage and Historical Society
(THHS) may be unable to continue operating Parkyn’s Hut Visitor Information Centre, due to the
loss of Tourism Noosa funding and limited alternative revenue sources. This could result in the
closure of this community asset and loss of volunteer engagement.
• Community Impact: Closure of the centre would reduce access to local visitor information,
diminish the visitor experience, and potentially impact local tourism and business. It would also
mean the loss of a hub for historical research and community events.
• Grant Budget Pressure: Approving this application will reduce the available balance for Quick
Response and Individual Sports Development Grants in 2025–26, potentially limiting Council’s
ability to respond to other emerging community needs during the year.
• Reliance on Council Funding: Continued reliance on Council grants may not be sustainable in
the long term if alternative revenue streams are not developed.
Opportunities
• Community Benefit: Supporting THHS will help maintain a high-quality, volunteer-run visitor
information service that benefits both residents and tourists, aligns with Council’s strategic
objectives, and enhances Noosa’s reputation as a welcoming and informed destination.
• Volunteer Engagement: Continued operation of Parkyn’s Hut provides meaningful volunteer
opportunities, supporting social connection, skills development, and community pride.
• Strategic Alignment: Funding this application supports Council’s Corporate Plan objectives
around liveability, community connection, arts and culture, and inclusive access to community
facilities.
Page 37
SERVICES & ORGANISATION COMMITTEE MEETING 7 OCTOBER 2025
• Capacity Building: THHS’s partnership with Business Mentors Noosa to review its strategic
direction and identify new revenue opportunities demonstrates a proactive approach to long-term
sustainability, reducing future reliance on Council funding.
• Consistency and Fairness: Providing support at a level consistent with similar organisations (e.g.,
Noosa Museum, Cooroy-Noosa Genealogical & Historical Research Group) ensures fairness
and transparency in Council’s grant-making process.

Index ECM/ Subject/ Council Meetings General
Attachments 1. 2026 Meeting Schedule - EXTERNAL
EXECUTIVE SUMMARY
Council adopts its meeting timetable annually to ensure transparency and effective planning. This
approach allows the community to stay informed about scheduled Council meetings and enables
staff to coordinate agenda preparation accordingly. This report presents the proposed meeting
timetable for the period January to December 2026 for Council’s consideration and adoption.
RECOMMENDATION
That Council
A. Note the report by the Chief Executive Officer to the Services & Organisation Committee Meeting
dated 7 October 2025;
B. Approve the Council Meeting schedule for January-December 2026 as set out in Attachment 1
to the Report; and
C. Note Council's commitment to community engagement, in particular holding Ordinary Meetings
in the community, and therefore times and venue of Ordinary Meetings adopted in Attachment 1
may be changed by via Council Resolution in order to facilitate this.
REPORT
At the Post Election Meeting held on 8 April 2024, Council adopted its meeting structure,
incorporating three Standing Committees and one Ordinary meeting. Since that time, the structure
has been reviewed periodically and, to date, remains unchanged. Meetings continue to be held on
a monthly cycle.
This report recommends adopting the proposed meeting dates for the 2026 calendar year, aligned
with the current meeting structure. It is noted however, that adopting this schedule would not
preclude future review of the meeting structure or schedule, both of which may be amended by
resolution of Council.
As in previous years, the first meeting round of the year in January 2026 will comprise only a General
Committee Meeting (19 January) and an Ordinary Meeting (22 January). No Planning & Environment
Committee or Services & Organisation Committee meetings will be held in January due to report
preparation timelines overlapping with the Christmas/New Year period and limited staff and
Councillor availability during this time.

at least once per year, a notice of the days and times of its Ordinary Meetings and Standing
Committee Meetings. Section 257 of the Regulation requires local governments to meet at least
once per month. There is a risk that Council would be in breach of the Regulation if it elected to alter
the frequency of meetings to less than once per month, and/or if it elected not to adopt and publish
an annual meeting schedule.

Finance
Council will cover the cost of staff, venue, equipment and/or any other items required to run the
meeting successfully. The ICT Dept have purchased specialised equipment to enable Livestreaming
and Internet access in external locations.
Risk & Opportunities
Holding Council Meetings in different parts of our shire provides an opportunity for the community to
meet Councillors and senior staff and to attend a Council Meeting without the need to travel to the
Council Chambers. In particular, it provides an opportunity for those communities more distant from
our Tewantin Chambers. The proposal provides an opportunity to meet Councillors and senior staff
to discuss Council issues.
The primary risk relates to the ability to livestream Council meetings. The Council Chambers have
been set up with technology to enable this to occur and there are some challenges in replicating this
in community halls in more remote parts of the shire. However the ICT Dept have purchased
specialised equipment to enable Livestreaming and Internet access in external locations.
