Dear Mayor & Councillors
Re: The Noosa Plan — Proposed Amendment of Part 15
We own the property located at 89 Eumundi Road where i operates her Physiotherapy
Practice. The practice has been operating since early 2004.
We wrote to all of the Councillors on 19 February 2017 at the time the review of the Noosa
Plan was commencing proposing a change of zone. The only response received was from
Ingrid Jackson who commented that our proposal was “logically stated and reasonable and
is a good fit with my support for a health hub”.
After examining the “Proposed Amendment of Part 15” on your website it is apparent that
our concerns have not been addressed about the precinct that we are part of, as it remains as
“Detached Housing”. It is our opinion that this is an unrealistic and inappropriate category
and it would have been more appropriate to have this as “Community Services’ in
recognition of the existing uses within the precinct. The issue of zoning to this precinct has
been a long, confusing and stressful process over many years. If the Council rejects our
proposal for a change of zone we would very much appreciate a logical and clear explanation
of your determination. Our views are documented below.
Over the years that we have owned the property the zoning applied has been an ongoing and
contentious issue and has been changed several times. We fully appreciate that there is a
process that individual property owners can follow with Council to seek a change of use
(MCU). However, it is also suggested that there is a more productive and efficient way to
manage the zoning for the properties in this strip and that is to recognize the characteristics of
the Precinct (viz. 87 to 109 Eumundi Rd and hereafter referred to as the “Precinct”) and
incorporate these into the Amended Noosa Plan.
The following points are recorded for your consideration and to highlight the case for this
Precinct zoning to be amended from “Attached Housing” to “Community Services”:
e Our business (Physiotherapy) is categorized as Allied Health.
