SPECIAL MEETING AGENDA 26 APRIL 2018
REPORT
At the Ordinary Meeting of 16 November 2017, Council resolved to amend the current planning
scheme (The Noosa Plan 2006) to replace the current Priority Infrastructure Plan (PIP) with a
Local Government Infrastructure Plan (LGIP amendment) and authorised the CEO to:
submit the draft LGIP to the Minister requesting approval to proceed to public consultation;
make amendments to the draft LGIP if required by the Minister; and
on receiving the Ministers’ approval, proceed to public consultation of the draft LGIP.
1. Minister’s approval for LGIP to proceed to public consultation
The Draft LGIP was submitted to the Minister on 20 November 2017 requesting approval to
proceed to public consultation. The Minister’s approval was received with conditions on 2 March
2018 and is provided as Attachment 1.
The Minister’s conditions (Enclosure 1 of the approval) required amendments to be made to the
Draft LGIP before proceeding to public consultation as follows:
1. “Amend the relevant components of the proposed LGIP, the schedule of works and maps
to identify and apportion transport works by catchments by including the nine locality sub-
catchments as the service catchments.”
2. “Amend DTMR-1 to R17 and its establishment cost to $0 (Demaining Agreement April
2000) and delete DTMR-2 to DTMR-8 from the proposed LGIP.”
3. “Remove reference to Translink from future works items 319775 and 319776 from the
proposed LGIP.
4. “Remove the future park item 8/14 (Noosaville Foreshore Land Use Master Plan) from the
parks and land for community facilities network from the proposed LGIP.
Enclosure 2 of the Minister’s approval includes two items of “Further Advice” in relation to cash
flow projections and alignment between LGIP, Asset Management Plans (AMP) and Long-Term
Financial Forecasts (LTFF). It is understood that this ‘Further Advice’ is being included as
standard advice in all LGIP approvals, however these two items have already been considered
and addressed by Council’s Director Corporate Services and Asset Planning Manager as
provided in the extrinsic material document “Ext.14_Financial Sustainability Statement _LGIP
Alignment with AMP & LTFF”.
2. Ministerial changes made to Draft LGIP
Discussions were held from 5 to 9 February 2018 with the Department of State Development,
Manufacturing, Infrastructure and Planning (Maroochydore office) in order to resolve any issues.
The Department’s Brisbane office raised what officers consider to be an arbitrary issue with
Councils Transport network which is made up two service catchments (i.e. Coastal and
Hinterland areas) with the Department considering this number of catchments to be inadequate.
This was disputed by Council officers as the Department had not properly considered or
understood how the actual transport network operates in Noosa. Similarly, the network review
“Noosa Traffic Study to 2036” by Holland Traffic Consulting Pty Ltd which supports Council’s
transport catchments and is provided in the extrinsic material, also appears to have been
overlooked by the Department in raising this issue.
