It is also considered the Department’s view also falls outside any statutory guideline requirement
regarding a minimum quantity of catchments i.e. page 15 of Statutory Guideline 03/14 only
states:
        “service catchments. These are the areas for which the network demand projections are
        stated in the planning assumptions. The service catchments reflect the unique servicing
        patterns for the network.”
Furthermore, the Draft LGIP had already been checked and confirmed to be compliant with the
Act and statutory guidelines by the earlier Independent Review process.
Notwithstanding this in order to quickly progress the LGIP, Council officers agreed to respond to
the Departments comments on the number of catchments by using the 9 locality sub-catchments
as the service catchments and then for the SOW model and distribute the infrastructure items
across these new localities based service catchments in a similar fashion as originally done for
the previous Coastal & Hinterland areas.
Consequently, the Draft LGIP previously endorsed by Council at the Ordinary Meeting of 16
November 2017 was amended to comply with the Minister’s conditions as follows:
i.     Part 15 Local government infrastructure plan:
        Section 15.1 (3) (b) - Inserted the year 2031 that was accidentally omitted as advised
          by the Department.
ii.    Schedule 9.1 Planning assumption tables:
        Table 15.13 - Existing and projected demand for the transport network – Replaced with
          a new table containing 9 x Service (Locality) catchments in lieu of the previous 2 x
          Service catchments of Coastal and Hinterland areas.
iii.   Schedule 9.2 Schedules of works:
        Table 15.16 - Transport network schedule of works
          - 1. Road Projects:
              o Amended DTMR-1 project to Council project R17 with cost reference to $0
                  (Demaining Agreement April 2000)
              o Deleted DTMR-2 to DTMR-8 projects.
          - 3. Bus Stop Projects
              o Removed Translink reference to project costs: 319775 & 319776.
        Table 15.17 - Parks and land for community facilities schedule of works:
          - Deleted future park project item 8/14 “Noosaville Foreshore Land Use Master Plan”
             with its cost $91,375 and reduced the future Total Establishment cost of the
             network.
iv.    Schedule 9.3 Local government infrastructure plan maps:
        Introductory page Item 3 – Amended the Note to state: “For the LGIP, the Transport
          Service Catchments comprise of the Planning Scheme Localities”. This replaces the
          previously stated catchments for The Noosa Coastal Area and The Noosa Hinterland
          Area (comprising Locality sub-catchments).
        SC9.3-3 LGIP – PFTI Transport maps:
          - Amended all map legends to detail the 9 x Service (Locality) catchments in lieu of
              the previous 2 x Service Catchments of Coastal and Hinterland areas with sub-
              catchments.
          - Amended DTMR-1 project to Council project R17
          - Deleted DTMR-2 to DTMR-8 projects
