SPECIAL MEETING AGENDA 26 APRIL 2018
ii. Two submissions from the one submitter were received by mail requesting:
o a bring forward in the estimated timing of a future sports park project proposed for
Pomona,
o additional embellishment of a “non-trunk” park in Pomona; and
o to change a trunk pathway missing link project to the Pomona school for an
alternative and/or additional pathway to the Pomona showgrounds already serviced
by a trunk pathway link.
iii. A submission from the same submitter in ii above was received by mail, however it relates
only to “commercial building design guidelines for Pomona” and has no relevance at all to
the proposed LGIP. However it has been forwarded to the Strategic Planning Team for
further consideration in development of the New Planning Scheme.
iv. One submission was received through the “Your Say Noosa” portal via Council’s website
and suggests "The amendment should include the allowance of synthetic turf to Nature
strips" and does not relate directly to a specific LGIP issue. However, it has been forwarded
to the Infrastructure Planning, Design & Delivery and Strategic Planning Teams for
consideration if suitable for citing in a future planning scheme policy on engineering
standards.
Following the close of public consultation, staff have reviewed the submissions received and
consider that no change is necessary to be made to the proposed LGIP version (v2) that was
released for public consultation with its base date mid-2014 under The Noosa Plan 2006 as
detailed in Attachment 2.
However, staff have noticed one minor typographical discrepancy in “Table 15.5 List of extrinsic
material” that did not reflect the amended version “Ext.11-1_Network Demand Calcs_v2.zip” that
included the amended excel spreadsheet “Transport Demand Calc_v2” that was on display
during the public consultation period to fulfil the Minister’s approval condition relating to the
transport network service catchments.
Staff recommend Council proceed with the LGIP amendment version (v2) that was released for
public consultation with no significant change other than one minor typographical correction to
“Table 15.5 List of extrinsic material” to reflect the correct version “Ext.11-1_Network Demand
Calcs_v2.zip” as provided during public consultation.
5. Remaining Legislative Process Requirements and Timeframe
Council is required to amend its current Priority Infrastructure Plan (PIP) with an adopted Local
Government Infrastructure Plan (LGIP) by 30 June 2018 to continue issuing infrastructure
charges and impose conditions about trunk infrastructure on development.
Following Council’s review of submissions and consideration to proceed with the proposed LGIP
amendment, the proposed LGIP undergoes the following remaining statutory requirements:
a second Appointed Reviewer’s review (estimate 5-10 days following Council’s decision);
a second Minister’s review and approval (statutory guideline performance indicator timeframe
= 20 business days); and
final adoption and gazettal by Council (statutory guideline performance indicator timeframe =
30 business days).
