4. ADVICE & INFORMATION
Planning
The site is zoned Industry, with a service station identified as consistent uses within the zone.
A Retail Business Type 5 (Service Station) is defined as the retail sale of petrol, diesel or any
derivatives products or the use of the premises for the hiring of motor cars, trucks,
motorcycles, mopeds, boats or other registered vehicles.
The definition does not include the retail sale of other goods and is separately defined by The
Noosa Plan as Retail Business Type 2 (Shop & Salon). A shop is identified as an inconsistent
use within the Industry zone and any application for a shop will require sufficient grounds for
approval despite the inconsistency, and will be reported to Council.
Preliminary assessment of the plans indicates a small retail shop selling convenience goods
to the travelling public may be considered ancillary to the service station, not requiring an
economic needs and impact report.
Please note that Council at the 4 June Ordinary Meeting approved an application for a service
station convenience as part of a mixed use development at 139 Eumundi Noosa Rd & 30
Lionel Donovan Dv, Noosaville (MCU14/0102) (report and plans available at
Noosa.qld.gov.au ‘Meetings & Minutes’).
The potential impacts on the adjoining school will also need to be addressed in the
application.
Design
The development should provide an appropriate presentation and landscaping
setback to the road frontages. A preliminary landscaping plan should be provided
including:
o All buildings setback a minimum 10m from front boundaries, and a 2m
minimum landscaping setback from hardstand areas and the frontages.
o A minimum 15% landscaping area.
o The location of existing trees to be removed and/or retained, with the design to
incorporate retention of suitable trees.
o Details about the existing and proposed levels, including any retaining
structures and fencing along the boundaries.
o Continuation of the substantial vegetation buffers along the Walter Hay Drive
frontage.
Provide appropriate waste storage and servicing requirements in accordance with
PSP9 & 11.
Provide for bicycle and scooter parking in accordance with PSP26 and the Business
Uses Code.
Provide for appropriate pathway/pedestrian accessways on the site, with a link to the
Walter Hay Drive footpath desirable.

o A field survey that provides all relevant information internal and external to the
site including above and underground services.
o Layout plans of the site with the levels (AHD) of all finish ground surfaces.
Traffic Issues:
A Traffic Assessment Report is required to address, but not limited to the following:
o The vehicle types and number of generated trips by the development and
related peak hours.
o The impact of queuing and vehicles slowing down to enter the site on traffic in
Eumundi Noosa Road with a particular emphasis on the peak hours traffic in
the road (including school times’ vehicles and pedestrians traffic) and the peak
hours for the site and their coincidence.
o Internal traffic flows/priority and potential of conflict.
o Refuelling times, the numbers and types of browsers to be out of operation
during refuelling and the impact on queuing and traffic in the main road and
within the site.
o Council has recently undertaken Traffic Counts in May 2015 as part of a Shire
wide Traffic Study. These counts are available for purchase at an estimated
cost of $500 for each intersection.
Access Design:
The access design to the proposed development needs to include/consider, but not
limited to the following:
o Location and existing public services and traffic signs near the access and any
required relocation or adjustment.
o Grades of the crossover and the driveway in compliance with the relevant
standards and indicate any required adjustments to the levels of the existing
concrete footpath.
Stormwater.
The applicant will need to provide a Stormwater Management Plan for the proposed
development that considers stormwater quantity and quality during both the
construction and operational phases of the development. The SMP is required to
include/consider, but not limited to the following:
o Capturing and treating all runoffs on the site including the runoff from driveway.
o Disposing of stormwater flows into Legal Point/s of Discharge.
o Modifying/relocating existing street inlet pit situated at the location of the
proposed driveway.
Earthworks:
Provide a plan to indicate cut and fill associated with the development both within the
site and external to the site and shows any earth retention works (eg retaining walls)
over 500mm high.
Health
As part of any MCU approval for a service station, conditions will be applied associated with
general environmental duty for the operation of the use.
As part of any application, please provide detailed design information of the service station,
including the following as a minimum:
Detailed drawings showing the proposed design of the service station including
underground and/or above ground storage capacity of flammable and combustible
liquids on site.
Maximum storage volume of tanks and type of fuel.
