The traffic analysis outlined in the TTM Letter demonstrated that the development generated
traffic will be able to operate within the intersection arrangement of the off ramp (upon
completion of the upgrade works currently underway). Based on these results TMR is
satisfied that the development generated traffic will not adversely impact upon the safety and
efficiency of the Myall Street / Holts Road intersection.
Service Centre Policy
It is TMR’s view that the development proposal is for a service station on a local road visible
from the Bruce Highway and is not considered to be a ‘ service centre’. Irrespective, TMR
provides the following information regarding TMR’ s Service Centre Policy.
TMR’ s Service Centre Policy is currently under review. The review of the policy is intended
to ensure it remains current, better deals with market led proposals and provides a broader
range of opportunities that meet the needs of road users across Queensland. It is anticipated
the revised policy and guidelines will apply to a broader range of roadside fuel facilities
including service centres, service stations and unmanned fuel facilities. Improving road
safety through the provision of rest opportunities for road users, including regulated fatigue
management requirements for heavy vehicle drivers, remains TMR’ s primary objective.
However, it is also acknowledged such facilities can provide a better customer experience
through the provision of services and facilities for the comfort and convenience of road
users. The revised policy may relax some of the restrictions in place under the current policy,
including allowing accommodation, fast food drive-thru facilities and local road access.
Under the new framework, TMR regions and districts will prepare Regional Service Centre
Plans that identify areas or specific sites that are suitable for the provision of commercial
roadside fuel facilities based on a range of safety, location and engineering criteria having
regard to the relevant circumstances of the particular transport corridor. These plans will
provide a mechanism for TMR to release opportunities to the market, or for market led
proposals to be submitted. Proposals submitted ahead of the completion of regional service
centre plans will be expected to demonstrate compliance with the relevant criteria stated in
the policy and guidelines. Proposals that are not consistent with these plans or the relevant
criteria, are not likely to be supported.
Guidelines for the preparation of regional service centre plans are currently being drafted
and are due for completion shortly. The revised policy and guidelines will then be consulted
with a range of relevant stakeholders. It is anticipated the revised policy and guidelines will
be approved by the end of 2016, but this is subject to the results of consultation and
government priorities.
Once the revised policy and guidelines have been approved the region will develop regional
service centre plans for the Bruce Highway. No specific areas or sites will be identified by
TMR until the policy is finalised.
