PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 DECEMBER 2016
Beach area access
The additional information acknowledges that the public does use the beach area but also
reinforces the fact that part of the beach (approximately 50%) is located within the lease area. A
review of the available historical aerial photos indicates that the beach area is not heavily utilised
for boats and the remaining area will most likely be sufficient to address public access demands.
Ferry usage
The additional information provided includes data about the general usage of the ferry service
along the river but it does not include specific data about trips to the marina. It is acknowledged
that the marina does represent a destination for visitors and locals using the ferry service but
without definitive data, it is not possible to conclude the extent that the ferry usage may have on
parking demands for commercial operations at the marina.
CONCLUSION
The proposed development appears to be not well considered, in that it includes the construction
of a substantial structure that has the potential to provide for an expansion of the commercial
uses on the site, without giving due consideration to the impacts of the structure and any
potential expanded use.
The additional information submitted by the applicant has addressed some staff concerns but as
Council does not have the ability to limit the use of the deck with this permit it is recommended
that the application be refused.
