   Mr Paul Black
   Acting General Manager
   Public Works and Asset Management
Department of Housing and Public Works
   PO Box 2937
   BRISBANE 4001

   Dear Mr Black,
RE: New Boat Shed and Works at 2 Russell Street, Noosaville
   | refer to the new boat shed currently under construction at 2 Russell Street, Noosaville and
to our previous discussions with Ms Janette Rowe.
   | note Ms Janette Rowe’s advice by email of 11 December 2017 that the Department is
seeking to progress an Infrastructure Designation under the Planning Act 2016 for the site
and are seeking Council’s preliminary advice on matters of interest to the local government.
Council would like to express its dissatisfaction in the Department's proposed approach to
this matter, in seeking to retrospectively designate the land for community infrastructure
without any or little consideration to how the issues associated with this development and
the significant visual impacts of the boat shed can be addressed.
Independent advice from a planning consultant has confirmed Council’s original advice to
the Department that the boat shed is of a substantial scale, bulk and appearance and
constitutes a material change of use and a Development Permit, which would be required to
go through an impact assessable process, should be obtained. The new boat shed visually
dominates the site and has not been designed to preserve the visual amenity of
neighbouring properties or the Noosa River. Existing vegetation has also not been
preserved to buffer the building and help protect the natural character and visual amenity of
   the area.
