GENERAL COMMITTEE MEETING AGENDA 12 MARCH 2018

REPORT
A report on this application was considered by the Planning and Environment Committee on 6
March 2018 as item 3, and was subsequently referred to the General Committee Meeting on 12
March 2018. During the course of discussions at the Planning & Environment Committee
meeting, Councillors requested details of how the outdoor dining component could be improved
and supported. There was also discussion around the proposed signage including a request for a
‘mock up’ of the recommended signage for Woolworths. Some draft wording was further tabled
that would enable the building works to commence while the applicant prepared their Operational
Works plans for the car park and landscaping improvements.
In the circumstances, the Committee requested a further report be presented to the General
Committee meeting.
Outdoor dining
The applicant proposes an outdoor dining area at the southern entry to the centre. The location
of the outdoor dining seeks to remove 3 existing prime car spaces which have a high turnover
and are convenient for patrons running short errands. The report to the Planning & Environment
Committee meeting recommends that this outdoor dining area be refused due to the loss of these
car parking spaces, given the overall proposal involves a net loss of 22 car spaces and will result
in the shopping centre falling below the minimum car parking rate recommended by Council’s
traffic consultant. The outdoor dining area is also considered of a basic design with concrete
square bollards currently proposed to define the outdoor dining area.
The proposed outdoor dining area could be improved by using planter boxes spaced to prevent
pedestrian access through the outdoor dining area to the car park. This would improve the
amenity of the area and improve the barrier between the outdoor dining area and traffic
movements. The applicant could be required to provide greater detail of the final design at the
Operational Works stage.
Proposed signage on the western wall
Councillors requested a montage of what the western wall would look like with the recommended
sign and paint embellishments in proportion to the wall. The wall length is 14.15m long and 3.38
metres high. The recommended sign size is 10m2, and based on the existing width of the
Woolworths sign, this would result in the proposed sign at 1.2 metres wide and 8.33 metres long.
It is further recommended that the sign be below the roof line.
