EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Technical Officer Coastal & Foreshores to the Infrastructure &
Services Committee Meeting dated 28 April 2015 providing an update on the upgrade of the
Noosa Waters Lock Access Cards.

REPORT
Following an informal audit of the Noosa Waters Lock register (SiPass) it was revealed that
approximately 20% of activated access cards had no contact details. This information was
discussed with the Noosa Waters Residents Association (NWRA) who supported a full review of
access cards to determine appropriate ownership and access to the canal estate.

The Noosa Waters Lock card system has not been reviewed since May 2004 and it was
considered timely to undertake another audit at this time to assist in the management of the lock
system and provide increased security by restricting unauthorised access to the lock system.

Over time many cards have been issued to waterfront residents who have since moved and
some cards may have been passed on to new residents without the details being changed on
Council’s register of card holders.

1. Process

On 22 January 2015, 618 letters were sent to Noosa Waters canal front property owners and
Body Corporates. Some property owners received more than one letter dependent on how many
registered water craft they owned.

All property owners were requested to provide updated contact details for their lock card/s to
Council by 20 March 2015 and 399 responses have been received.

2. Where to now

Contact details from those responses received will now be input into SiPass. Where a response
has not been received the card allocated to that property will now be deactivated. Moving
forward, a more proactive approach to card management will be put in place to ensure that the
card owner’s details remain current.
