RECOMMENDATION
That Council note the report by the Community Development Coordinator to the Infrastructure &
Services Committee Meeting dated 28th April 2015 on the Pomona Cooran Rugby League Club
lights and:
A. Agree to adopt option B as set out in the report as its preferred option to assist the Pomona
Cooran Rugby League Club Inc. to meet the project funding shortfall; and
B. Request the Council’s Community Development team to assist the Pomona Cooran Rugby
League Club Inc. to make a funding application to the Gambling Benefit Community Fund
or alternative funding source with the aim of ensuring the Club has competition standard
lights for the 2016/2017 Rugby League season.
REPORT
Background
In June 2014, Council officers engaged a contractor to conduct a risk assessment on the timber
sports field lighting poles at Cooran Sports Facility. This action was taken in light of a termite
damaged pole at the Noosa Pirates Rugby League facility at Tewantin falling over earlier in the
year.
The subsequent report from the contractor noted that all four of the timber poles at Cooran were
beyond their serviceable life and required removal as soon as possible. Council officers then
negotiated with the Club regarding the timing of the removal of the poles.
Agreement was reached that Council would engage contractors at Council’s cost to remove the
poles once the rugby league season ceased. Additionally, Council officers would assist the club
with applications for funding to both the Queensland Government’s Sport and Recreation
Services’ Get Playing program and Council’s own Community Grants program. The original
estimate to replace the poles (and upgrade to competition lighting) was $145,000.
In November the Club was informed that their application to the State’s Get Playing program was
unsuccessful but it was successful in its application to Council’s Community Grants Program for
$15,000.
