INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 28 APRIL 2015

Upon receiving advice of their unsuccessful grant application the Club approached Council for
advice and assistance. Subsequently, a meeting to formulate a way forward was held in
December between:

 Pomona Cooran Rugby League Club
 Noosa Council representatives
 Sunshine Coast Gympie Rugby League Association
 Queensland Rugby League
 National Rugby League
 Sport and Recreation Services, North Coast Region
 Cooroora Netball Club Inc. (whose courts are adjacent to the fields and will benefit from the
     lighting project also)

At that meeting it was proposed that the project costs be split three ways between Council, the
Club/Rugby League and the State Government, in an effort to demonstrate a collaborative
approach. As part of this proposed solution additional Council funds were sought and an out-of-
round funding application for $45,000 was submitted to the State Government.

In January 2015 Council approved an additional $30,000 allocation for the project. However
Council has just recently been informed that the State will not consider an out of round funding
application.

Current Situation – Allocation of funding
 Council has now committed $45,000 towards the project ($15,000 Council Community Grant
   and $30,000 via budget review).
 Queensland Rugby League Association, Central Division (QRL) has committed $15,000 (on
the proviso that competition lighting is installed).
 The Club contribution will be approximately $25,000 ‘in kind’ – this includes labour, materials,
excavation, trenching, piping and conduit works.
 No State funding has as yet been committed.

Revised quotes

Revised quotes have now been sought to install the old lights, to install new training lights only
and install new competition lights.

The quotes are as follows:
 re-installing the old lights $76,935 GST exclusive
 new training lights $84,315 GST exclusive
 new competition lights $91,166 GST exclusive

The preferred contractor has also had a conversation with the Club regarding additional elements
of the project the Club may be able to undertake as part of their in kind contribution.

These in kind works have been identified as follows:
 Trenching - $4,610
 Labour for laying conduit - $1,200
 Dig footings, supply and pouring of concrete - $4,150 – under supervision for certification
