INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 28 APRIL 2015

Shortfall

If the club can undertake the three items above the project shortfall for each of the three options
is as follows:

Option 1

Cost to re-install the old lights $76,935 *
Less: Council contribution $45,000
               Club’s in kind $9,960
                                                      $21,975 shortfall
*It is not recommended that the old lights be reinstalled as there is a significant likelihood that they have been
damaged and will not operate effectively.

Option 2

Cost to install new training lights $84,315 GST exclusive*
Less: Council contribution $45,000
            Club’s in kind $9,960
                                                      $29,355 shortfall
*This option would bring the lights up to the previous standard but not meet competition standards .

Option 3

Cost to install new competition lights $91,166 GST exclusive
Less: Council contribution $45,000
            QRL’s Cash contribution $15,000*
Club’s in kind $9,960 ‘in kind’
                                                      $21,206 shortfall

As the QRL will only commit their funds for competition lighting, the project shortfall is actually
more for training lights than competition lights. Council also needs to consider that upgrading
from training to competition lighting at a later date will cost an extra $2,000 at a minimum to cover
equipment hire, materials and labour.

Moving forward

There are a number of options for Council to consider.

Option A
Council funds the project shortfall (for competition lights) in budget review 4. The outcome of this
approach is that the Club will have lights available mid to late in the 2015 season.

Option B
Council works with the Club to make application to the Gambling Benefit Community Fund in May
or an alternative funding source for the project shortfall. Given the dates when these grants are
announced, the lights would not be available this season.

Option B is recommended.
