REPORT
The purpose of this report is to provide Council with an outline of the recommended process to
develop a Libraries Strategic Plan and to propose the establishment of a Libraries Strategic Plan
Reference Group.

1. Background

There is no current Council policy or strategy guiding the delivery of library services.

Prior to amalgamation, Noosa Council endorsed a Library Strategic Plan 2004 – 2007 which
guided the development of the library service. Sunshine Coast Council was in the process of
developing a Library Strategy however this was deferred at the announcement of de-
amalgamation.

In 2014, the Noosa Council Libraries Service Review identified significant changes in operational
models from the regional Sunshine Coast Library Service and recommended the development of
a Noosa Libraries Strategic Plan to establish a strategic vision for library services and better plan
for the needs of the Noosa community. The 2014/2015 Noosa Operational Plan identified a
Libraries Strategic Plan as a key 2014/15 project.

Noosa Council has a Service Level Agreement in place with the State Library of Queensland
which governs an annual grant of over $200,000 provided to primarily purchase lending and
reference collections. The Service Level Agreement includes the need to have at least a three
year strategic plan for the library service.
