Litter and Dumping

The section has been very active in surveillance of illegal dumping. There have been 102 service
requests to action dumped material and 56 requests for littering since 1 July 2014. Illegal
dumping hotspots have been identified and a surveillance program has commenced using 6
cameras purchased with a state government grant. Standard letters for dumping/littering have
been developed using Queensland government guide to illegal dumping. The documents include
warning letters, compliance notices, show cause notices and Penalty Infringement Notices
(fines). A flyer has been developed for over the fence vegetation dumping which is prevalent
where residents dump garden waste onto vacant land.

During February/March WMS issued:
 5 PINs for $227 each
 2 PIN’s for $1,821 each
 3 warning letters
 3 show cause notices.

The PINs were issued with compliance notices demanding clean-up of the site. One offender has
failed to comply with the clean-up notice and is liable to a further $1,100 PIN for failure to remove
the illegally dumped rubbish.

3. PEOPLE

The Waste Coordinator Doug Barnes has retired after many years of service with the Council.
His immediate replacement was unable to continue to undertake the role as planned, due to
unforeseen personal issues, which resulted in a gap in work continuity. This meant an increased
workload on the WMS for several months. A new Waste Coordinator, Ian Florence commenced
on 16 March 2015. Other staff numbers and positions remain constant.
