It is important to note that Council’s DPC Acceptable Outcome bicycle parking rates do not
make a distinction between different types of development and the practicalities of users of
uses such as shops and supermarkets commuting to/from the development on a bicycle, nor
do they make a distinction between employee and visitor bicycle parking.
The QDC clearly acknowledges that the greatest opportunity for use of bicycle parking and
associated EOT facilities are for use by workers and residents. On this basis, the proposed
mixed-use development will generate little bicycle parking demand by shoppers and patrons
more generally, and it is envisaged that the primary generator of bicycle demands within this
major development will be workers and residents. Despite this, Stockwell has provided the
number of bicycle parking spaces identified in Council’s DPC for the mixed use development,
which is considered to be more than adequate to meet the needs of the community.
Given that the demand for bicycle parking in the proposed development will be largely
generated by workers and residents, the EOT facilities have been designed as per the
commentary provided in Section 7.3.2 below.
7.3.2 End of Trip Facilities Provision
The design intent for end of trip facilities across the development is provided in further detail
as follows:
Commercial, Cinema, Gym and Supermarket EOT facilities to be provided within the
respective tenancies, as has occurred in the Medihub development on Lot 22.
Stockwell will include requirements in the tenancy lease agreements for the provision
of shower, change and locker facilities sufficient for their staff, in accordance with the
requirements of the Queensland Development Code (QDC).
Retail and Entertainment tenancy staff to be provided EOT facilities within the public
areas as a secured, co-located building with access provided via swipe card.
The Retail and Entertainment use total GFA equates to 4,340m2 which requires 19 bicycle
parking spaces according to Council’s DPC acceptable outcome rates. 19 bicycle parking
spaces requires two (2) shower cubicles with ancillary change rooms and 10 lockers.
