8.4.1.2 Village Mixed Use – Trip Generation
The trip generation rates established above have been adopted for determining trip generation
of the Village Mixed Use development.
It is important to note, that the traffic generation rate of a retail centre does not linearly increase
as GFA increases. That is, as the total GFA of a shopping centre increases, the centre’s
catchment area still remains the same, and in turn, the traffic generation of the centre is limited.
This results in the floor area of an expanded centre generating traffic at a decreasing rate as
the size of the centre increases.
To account for this phenomenon, SLR has adopted the traffic generation rate decay profile
outlined in the Pre-Construction Process Manual prepared by the Department of Transport
and Main Roads (TMR). The adopted decay curves, adjusted to the existing traffic volumes
and trip rates, as detailed in Section 8.4.1.1, are illustrated on Figure 14. The standard decay
curve values and the adjusted trip rates representing the Noosa Shopping Centre decay curve
are provided in Appendix D. The Decay Curve for the weekday PM Peak Trip Rate curve was
adjusted by +0.42 and the Saturday Midday Peak Trip Rate Curve was adjusted by -2.48.
The proposed Lot 1 Retail Stage 2 development has been assumed to commence operations
from 2027, and as a result, does not influence the VMU decay curve assessment with an
adopted year of opening of 2026. However, when considering the surrounding development
trip generation, the Lot 1 Retail Stage 2 development has been incorporated. The resulting
trip rates considering the increase in GFA across the overall shopping centre is presented in
Table 20.
