The Noosa Business Centre surrounding development traffic has been assigned to the road
network on a site by site basis influenced by the proximity to the external road network such
as Walter Hay Drive and Eenie Creek Road. Refer to Section 8.5 for further details. The
resulting trip assignment for the anticipated developments are shown in the traffic flow
diagrams in Appendix C.
8.4 Development Traffic Demands
8.4.1 Retail (Shopping Centre) Use - New Trips
8.4.1.1 Existing Shopping Centre – Trip Generation
To determine a suitable trip generation rate to apply to the Village Mixed Use component of
the development, SLR commissioned traffic counts to be undertaken at key vehicle access
locations surrounding the existing Noosa Civic shopping centre. These counts were
undertaken on Saturday 23 September 2023 and Thursday 28 September 2023. These dates
were specifically selected to capture existing traffic demands during the school holidays in
response to Council’s Information Request. From this, SLR were able to determine a
representative trip generation rate by understanding the centre’s existing GFA. For the
Thursday PM and Saturday peak hour periods, the trip generation rates determined are
provided in Table 18.

In addition to this data, Stockwell provided SLR with Noosa Civic’s shopping centre door count
data for the last 12 months (2 November 2022 to 31 October 2023). SLR then observed the
yearly trading profile of the shopping centre, noting the busiest time of year occurring in
December 2022, as expected. From this annual profile, SLR calculated the 85th percentile
daily patronage values for Thursdays and Saturdays and applied an adjustment factor to the
September trip rates as per Table 18 to accurately determine a suitable trip generation rate
for adopting within the Village Mixed Use operational assessment conducted herein. Table 19
provides the adjustment factors ascertained through comparing with the 85th percentile daily
patronage from the 12-month door count data reviewed.
