9.4 Assessment Scenario
9.4.1 Assumptions
For the purpose of the traffic assessment conducted herein, the year of opening of the
proposed development has been assumed to be 2026. A 10-year design horizon of 2036 has
therefore been adopted.
Importantly, Stockwell has advised that it is unlikely that the balance land throughout the
Noosa Business Centre will have been developed within the 2036 design horizon. For the
purposes of this assessment, the analysis has assumed that the Noosa Business Centre is
fully developed in order to demonstrate that the key internal intersections will operate
satisfactorily in this circumstance.
9.4.2 Assessment Scenarios
The operational performance of the impact road network has been considered for the following
assessment scenarios:
2023 ‘Baseline’: to establish existing operational conditions. Using the intersection
survey data obtained from May 2022 as a base, applies a growth factor to through
movements along Hofmann Drive and includes conservative estimates of traffic
volumes for I4 and I5 (in the absence of intersection survey data) to create a present
day baseline.
2026 ‘Baseline’: to establish the operational performance of the road network in the
absence of the development at the year of opening. Includes further growth for
Hofmann Drive plus the addition of surrounding developments that’s anticipated to be
opened by this year.
2026 ‘Baseline with Development’: to identify the impact of the traffic generated by the
development at the year of opening.
2036 ‘Baseline’: to establish the operational performance of the road network in the
absence of the development at the 10-year design horizon. Includes further growth for
along Hofmann Drive plus includes additional surrounding development that’s
anticipated to be opened by this year.
2036 ‘Baseline with Development’: to identify the impact of the traffic generated by the
development at the 10-year design horizon.
