1.0 Introduction
1.1 Context
SLR Consulting (Australia) Pty Ltd (SLR) has been engaged by Stockwell Development Group
Pty Ltd (Stockwell) to undertake a Traffic Impact Assessment (TIA) for the Noosa Village
Mixed Use Development (the Development or VMU) proposed to be located at 69 Hofmann
Drive, 46 Walter Hay Drive and 28 Eenie Creek Road, Noosaville. An updated concept plan
of the proposed development has been prepared by Buchan and is included at Appendix A.
The proposed Noosa Village Mixed Use Development is part of the integrated Noosa Business
Centre.
1.2 Planning Application
The Development Application (DA) seeks approval for a Material Change of Use (Multiple
dwelling, Short-term accommodation, Shopping Centre, Food and Drink Outlet, Shop, Office,
Health care service, Bar, Hotel, Theatre, Indoor Sport and Recreation, Research and
Technology) on the existing Lot 3 and Lot 7 on SP322201.
This Project will form part of an overall masterplan for the Noosa Business Centre (NBC) that
comprises the following:
Retail functions including shopping centres, full-line supermarket, specialty retail
shops, food and drink outlets such as cafes and restaurants, personal services and a
range of entertainment activities.
Commercial functions including office, business, medical and specialised educational
services and innovation activities.
Residential functions including multiple dwellings and short-term accommodation.
Under the Noosa Plan 2020 (planning scheme), the Development is situated within the ‘Major
Centre’ Zone, specifically within ‘Precinct 5 - Noosa Business Centre’, ‘Sub-precinct 5D –
Village Mixed Use’.
On 25 May 2023, the Development Application was submitted for the subject development.
Subsequent to this, Noosa Shire Council issued an Information Request (IR) requesting
amendments as part of a revised Traffic Impact Assessment (this document). In response, the
applicant has prepared a revised plan of development for the project. This revised TIA, has
been updated with consideration of the revised development plans (Appendix A) and
Council’s IR, dated 17 July 2023 with application reference: MCU23/0078.
1.3 Assessment Scope
This TIA report assesses the consistency of the development with Council and State planning,
and the impacts of the proposed development on the surrounding transport networks. The TIA
identifies the transport infrastructure required to support the development and provides an
assessment of the traffic and transport aspects of the development against the requirements
of Noosa Shire Council (Council or NSC).
