Site Based Management Plan
- conducting refuelling of on-site equipment within a controlled environment, where practical, or using drip pans or
similar devices during refuelling and equipment maintenance;
- fitting all fixed and small plant (i.e. not including Heavy Mobile Equipment) holding >10L of hydrocarbons or
chemical with an external containment of 110 % capacity of the total volume contained in the equipment (such
equipment includes but not be limited to; generators, welders, stationary engines, light stands, pumps, refuelling
trailers and service/fuel trucks) unless exception is permitted by Site management;
- discouraging ‘topping-off’ of fuel tanks;
- storing all small plant (e.g. welders, small generators) that hold <10L of hydrocarbons or chemical out of line of
fire and on plastic lining or drip trays;
- removing stormwater present within bunding immediately after a rain event and disposing of as contaminated
water;
- providing and maintaining appropriate suction/pump equipment to evacuate water from bunds and other
containment areas;
- sealing and containing chemical and hydrocarbon storage vessels (e.g. drums and chemical cabinets) when
being transported;
- maintaining the Site in a neat and tidy condition;
- fitting service truck(s), re-fuelling trailers and other vehicles used for the transportation of hydrocarbons and
chemicals with spill kits and drip trays (drip trays will be used to capture all spills and drips whenever re-fuelling is
being undertaken);
- making effective spill clean up material readily available at each work area and on all mobile service trucks or
vehicles where hydrocarbons and chemicals are stored and/or used;
- segregating oily waste materials, including liquid hydrocarbons, from general wastes for disposal/recycling off-
site by a licensed contractor;
- recording incidents and identifying the cause and controls to be implemented to improve the management
system;
- keeping records on personnel training and disposal of waste for all hazardous materials used on-site; and
- controlling and cleaning up spills immediately, as per accidental spill containment and clean-up protocol (refer to
Appendix D – Spill Protocol).
3.4.5 Monitoring
Areas where storage and handling of hazardous materials occur should be regularly inspected and be carried out by
the Site Manager following delivery and/or use of the chemicals.
All employees will be responsible for the safe day-to-day handling, use and temporary storage of chemicals being
used on-site.
3.4.6 Auditing and Review
An audit of the MSDS of chemicals used on-site shall be undertaken by the Site Manager and conducted as required
or at least once a year.
The hydrocarbon and chemical management strategies for the Site will be reviewed by the Site Manager periodically.
3.4.7 Reporting and Responsibility
The Site Manager shall report results of any audits or monitoring undertaken.
In the case of an incident the following information shall be recorded as a minimum and be kept and reviewed during
site decommissioning:
- date and time of spill;
- approximate location of the spill;
- substance spilled;
- quantity spilled;
- actions taken to contain and control spill;
- method of disposal; and
- person responsible for managing and removing the spill.
