O3 AS ALTERNATIVE SOLUTION
Uses that permanently alienate agricultural land from production are not located No solution provided. The proposed development for extractive industry on-site is
within the Agricultural Land Conservation Areas identified on Overlay Maps defined as an “Industrial Business – Type 3 Extractive” and is
OM1.5—9.5. considered a consistent use in the Rural Zone.
Portions of the Site are shown on the Noosa Shire Planning
Scheme Overlay Mapping (OM3.5 Natural Resources Overlay
Map) as comprising “Agricultural Land Conservation Area”.
However, OM3.5 Natural Resources Overlay Map also shows a
“Mining Lease” and “Local Resource/Processing Area” as
overlapping the “Agricultural Land Conservation Area” over Lot 3
on SP108094. In addition, Council’s Planning Scheme Strategy
Map identifies the Site as being in an area containing an
“Extractive Resource”.
Although the Site comprises areas identified as “Agricultural Land
Conservation Area”, Lot 3 on SP108094 was previously utilised
for the mining of clay materials (covered by ML No. 3742) as raw
feed for the production of clay bricks and pavers. As such, parts
of the Site mapped as “Agricultural Land Conservation Area” on
Lot 3 on SP108094 contain disturbed areas subject to the mining
activities previously conducted on-site. Areas identified as
“Agricultural Land Conservation Area” on Lot 2 on SP108094 will
not be impacted upon. Lot 2 on SP108094 is included as part of
the application, as access to Lot 3 on SP108094 is gained from
this lot.
The approval sought is for a limited purpose (to enable
rehabilitation of the mining leases to the south of the Site at
Neales Quarry and White Pit Quarry). It is anticipated that the
volume of material required can be obtained and hauled within a
period of 2 years from commencement of the operations.
The proposed development will be guided by a Site Based
Management Plan (SBMP) prepared for the Site. The SBMP
provides a framework for environmental management on the Site
