Planning Assessment Report Page 1 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry 1. INTRODUCTION 1.1 Scope of the Planning Assessment Report Groundwork Plus has been commissioned by CSR Building Products Ltd, the owners of Lot 3 on SP108094 and Lot 2 on SP108094, to prepare a Planning Assessment Report (“Planning Report”) to accompany a development application to the Sunshine Coast Regional Council in respect of extractive industry activities proposed on land situated at 300 Kennedys Road, Lake Macdonald QLD 4563 and described as Lot 3 on SP108094 and Lot 2 on SP108094 (“Site”). The Planning Report has been prepared to accompany an application to the Sunshine Coast Regional Council (“Council”) for a Development Permit for a Material Change of Use for Extractive Industry (Industrial Business Type 3 – Extractive) and associated Environmentally Relevant Activities (ERAs) on the Site. More specifically, the proposed development comprises: a Material Change of Use assessable against the Noosa Shire Planning Scheme to establish an Extractive Industry (Industrial Business Type 3 – Extractive) on the Site; and a Material Change of Use for ERA No. 16 – Extractive and screening activities: - ERA 16 (2)(c): Extracting, other than by dredging, in a year, the following quantity of material – more than 100,000 t to 1,000,000 t; and - ERA 16 (3)(b): Screening, in a year, the following quantity of material – 100,000 t to 1,000,000 t. The purpose of the Planning Report is to provide a description of the proposed development and to ensure that sufficient information is provided to the Sunshine Coast Regional Council, referral agencies and other interested parties to reach a reasonable conclusion regarding the development after consideration of potential impacts and proposed control measures to demonstrate compliance with applicable planning requirements and constraints. 1.2 The Applicant The applicant is CSR Building Products Limited (“CSR”). 1.3 Background The Site comprises two (2) lots (Lot 3 on SP108094 and Lot 2 on SP108094) with a total site area of 77.65 ha. Although the proposed development comprises two (2) lots, the majority of the development will be located on Lot 3 on SP108094. The Site is zoned “Rural” under the Noosa Shire Planning Scheme (“Planning Scheme”). Lot 3 on SP108094 comprises a Mining Lease (ML No. 3742) for the mining of clay materials as raw feed for the production of clay bricks and pavers at the brickworks factory located on Lot 2 on SP108094. Access to Lot 3 on SP108094 is via the existing driveway off Lake Macdonald Drive from the existing brickworks factory land, owned by CSR, located on Lot 2 on SP108094. Lot 2 on SP108094 was previously associated with the mining lease activities on Lot 3 on SP108094 for the purposes of producing clay bricks and pavers from the clay material extracted on Lot 3 on SP108094 (under the mining approval operations associated with the Site). The brickworks factory is currently not operational. Lot 2 on SP108094 has been included as part of this application, solely for the purposes of gaining access to Lot 3 on SP108094 and transporting the extracted material off the Site. No extractive industry operations are proposed on Lot 2 on SP108094. There are currently no existing approvals for a material change of use over Lot 3 on SP108094.
