Planning Assessment Report Page 2 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry 2. DESCRIPTION OF THE DEVELOPMENT PROPOSAL 2.1 Description of the Development Proposal The proposed development relates to a Material Change of Use for Extractive Industry and associated Environmentally Relevant Activities (ERAs) on land situated at 300 Kennedys Road, Lake Macdonald QLD 4563 and described as Lot 3 on SP108094 and Lot 2 on SP108094 (refer FIGURE 1 – SITE LOCATION PLAN and FIGURE 2 – SITE AND SURROUNDS). As the material from the Site will be extracted to be used as clean fill, and not for its mineral qualities, the activity cannot be conducted under CSR’s Plan of Operations (PoO) (refer ATTACHMENT 1 – PLAN OF OPERATIONS: 2012 – 2017) and Environmental Authority (EA) for the current mining lease (ML No. 3742) on the Site. As such, the proposed activity constitutes a Material Change of Use in accordance with the Sustainable Planning Act 2009. The Applicant is seeking a: Development Permit for a Material Change of Use for Extractive Industry (Industrial Business Type 3 – Extractive); and Development Permit for a Material Change of Use for Environmentally Relevant Activities (ERAs) 16 – Extractive and Screening Activities: - ERA 16 (2)(c): Extracting, other than by dredging, in a year, the following quantity of material – more than 100,000 t to 1,000,000 t; and - ERA 16 (3)(b): Screening, in a year, the following quantity of material – 100,000 t to 1,000,000 t. The development proposal is for the establishment of extractive industry activities and associated Environmentally Relevant Activities on the Site. The proposed development involves the extraction of clay at the existing West Ridge Mining Lease (ML No. 3742) on Lot 3 on SP108094 for the purpose of providing material to be used for clean fill. The material extracted from the Site will be utilised as clean fill in the rehabilitation of the CSR mining leases to the south of the Site in order to establish an appropriate landform to facilitate post extraction land uses. It is anticipated that approximately 900,000 t of material will be required to be extracted from the Site in order to complete the rehabilitation works. The CSR owned mining leases to the south of the Site, to be rehabilitated with the clay fill material, are described as: Neales Quarry: 125 Lake Macdonald Drive, Lake Macdonald QLD (described as Lot 8 on RP160703 and Lot 2 on RP852009) ; and White Pit Quarry: 93 Lake Macdonald Drive, Lake Macdonald QLD (described as Lot 101 on SP142407, Lot 140 on MCH978, and Lot 3 on RP137375). FIGURE 3 – CONCEPTUAL SITE LAYOUT PLAN of this Planning Report shows a conceptual layout of the Site and final ground levels as a result of the proposed development. The impacts on the environment will be limited as all activities will be within portions of the Site which have been previously disturbed. The proposed disturbance areas are contained within an existing mining lease (ML No. 3742), and will expand upon the already disturbed mining footprint to enable landform reshaping. As a result, the proposed disturbance areas avoid several ecological values recognised by State regulations. Site operations will comprise the following standard quarrying methods, comprising the following basic elements: vegetation clearing; topsoil and overburden stripping; stripping of clay material progressively using mechanical equipment (i.e. hydraulic excavator, loader or bulldozer with ripper attachment, or similar earthmoving equipment) and stockpiling on-site for the rehabilitation works (at Neales Quarry and White Pit Quarry), where required; screening the raw material using a mobile processing plant; and December 2012 / file ref. 1271_DA1_310_001 GROUNDWORK p l u s
