Planning Assessment Report                                                                                                 Page 7
300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry

                   the extent of this type of vegetation reserved within protected areas in Noosa is not ‘low’ as identified in
                   Vegetation of Noosa Shire.

Refer to ATTACHMENT 6 – ECOLOGICAL ASSESSMENT REPORT.

The Site inspection confirmed that the two proposed disturbance areas do not support habitat for rare, threatened or
protected fauna species.

An assessment of traffic impacts has been provided in ATTACHMENT 7 – TRAFFIC IMPACT ASSESSMENT REPORT.
The assessment demonstrates that the level of truck activity is not expected to impact on any capacity on the road network
(as a result of the transportation of the material from the Site to Neales Quarry and White Pit Quarry to the south).

CSR Building Products Ltd have no intention of recommencing operation of the brickworks factory (located on lot 2 on
SP108094) whilst the excavation of clay material on Site (Lot 3 on SP108094) is occurring. Lot 2 on SP108094 has been
included as part of this application, solely for the purposes of gaining access to Lot 3 on SP108094 and transporting the
extracted material off the Site. No extractive industry operations are proposed on Lot 2 on SP108094.

Outside working hours, vehicular access will be secured with the use of a lockable gate. Unauthorised vehicle access will
also be prevented through fencing installation.

Site operations will involve dry extraction and screening methods in order to extract clay material on the Site for the
purpose of providing material for clean fill to be utilised in the rehabilitation of Neales Quarry and White Pit Quarry and to
establish an appropriate landform to facilitate post extraction land uses.

Site operations will comprise the following basic elements, which include:

      vegetation clearing;
      topsoil and overburden stripping;
      stripping of clay material progressively using mechanical equipment (i.e. hydraulic excavator, loader or bulldozer with
      ripper attachment, or similar earthmoving equipment) and stockpiling on-site for the rehabilitation works (at Neales
      Quarry and White Pit Quarry), where required;
      screening the raw material using a mobile processing plant; and
      stockpiling extracted clay material within a designated area that is later transported off-site using haulage vehicles to
      Neales Quarry and White Pit Quarry.

The interception of any permanent groundwater is not anticipated.

The principle objective for the proposed extraction on the Site is to enable rehabilitation and establishment of vegetation at
CSR mining leases to the south (i.e. Neales Quarry and White Pit Quarry, whose operations have ceased) in order to
return the land to a stable, non-polluting and self-sustaining landform.

Only occasional minor repair, maintenance and servicing of mechanical equipment shall be carried out on an as needs
basis on-site.

Diesel will be delivered to the Site as needed. A designated refuelling area will be allocated for mobile machinery,
however, mobile equipment may also be refuelled at locations where they are working in the extraction pit.

No significant quantities of oils, lubricants and herbicides will be stored on-site.

Wastes generated on-site shall be negligible (i.e. operators’ food scraps and wrapping material) and shall be removed on a
regular basis and appropriately disposed of off-site. Any debris or rejects from the on-site screening process will be
recycled as part of the Site rehabilitation program.

The hours of operation are 6:00am to 6:00pm Monday to Friday and 7:00am to 3:00pm Saturday. No operations will be
conducted on Sundays, Anzac Day, Christmas Day, Easter Monday or Good Friday.
