Planning Assessment Report Page 8 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry 2.3.2 Equipment and Facilities The equipment and facilities associated with the proposal could comprise the following: mobile equipment for extraction including: - excavator or bulldozer with ripper (for raw product extraction, stripping topsoil and overburden material, land forming and rehabilitation); - front end loader (stripping and product haulage for transporting extracted material from stockpiling areas, out- loading and feeding crusher and screening plant); and - screening plant (processing material); processing/stockpiling area; delivery trucks (for transporting extracted material off-site); amenities (i.e. office and portable toilet); car parking (for employees and contractors); security fencing (wire perimeter fence and lockable gate); sump; and bunding around extraction areas. A transportable office will be provided at the Site on Lot 3 on SP108094. FIGURES 8 – 10 provide the typical floor plans and elevations as options for the temporary office proposed on-site. 2.3.3 Site Access and Transportation Access to Lot 3 on SP108094 and all materials are transported by road via the existing driveway off Lake Macdonald Drive from the existing brickworks factory land, owned by CSR, on Lot 2 on SP108094. Lot 2 on SP108094 has been included as part of this application, solely for the purposes of gaining access to Lot 3 on SP108094 and transporting the extracted material off the Site. No extractive industry operations are proposed on Lot 2 on SP108094. The access road is existing and will not involve upgrades or changes as a result of the proposed development. It is understood that the crossing is in the form of a constructed crossing approved and established some time ago to facilitate the mining activities (ML No. 3742) on Lot 3 on SP108094. The access road will not be sealed and will be watered where necessary to prevent potential dust emission. The proposed haulage route and transportation of materials between the Site and two mining leases to be rehabilitated to the south (i.e. Neales Quarry and White Pit Quarry) include the following: brickworks factory access from Lake Macdonald Drive; 1.4 km section of Lake Macdonald Drive; and White Pit Quarry access from Lake Macdonald Drive. The intention of the haul route is to transport extracted material from the West Ridge Mining Lease (ML No. 3742) for the rehabilitation (filling) of Neales Quarry and White Pit Quarry to the south of the subject Site. It is noted that access from Neales Quarry will be via the White Pit Quarry access. A Traffic Impact Assessment Report prepared by TTM Group has been included as part of the application, which investigates the proposed haulage route between the Site and the two mining leases to be rehabilitated (refer ATTACHMENT 7 – TRAFFIC IMPACT ASSESSMENT REPORT). 2.3.4 Rehabilitation Rehabilitation is an essential component of extractive industry planning and development. Rehabilitation needs to be incorporated in the day-to-day operations of the quarry to assist in minimising adverse impacts on the environment. The extraction of material will be carried out in a sequential and logical manner to contain environmental impact and promote progressive rehabilitation, where practicable.
