Planning Assessment Report Page 23 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry e) The urban community is predominantly accommodated in detached housing, although areas close to Cooroy centre support semi-attached and attached residential development and other properties in Cooroy township containing aged-care housing; RESPONSE: Not Applicable. f) The traditional built form of Cooroy is retained and new development complements traditional streetscape and building forms; RESPONSE: Refer to response to Overall Outcomes for the Cooroy and Lake Macdonald Locality: d) above. g) Outside the town of Cooroy, development is characterised by – i. conservation of good quality agricultural land for agricultural purposes; ii. conservation of open space for biodiversity and water quality purposes; and iii. rural settlement at varying densities consistent with the available levels of convenience and accessibility, environmental constraints and proximity to the Lake Macdonald water supply catchment; RESPONSE: Refer to Response to Section 3.4.4, ‘SPP1/92 Development and the Conservation of Agricultural Land’ and ‘SPP1/12 Protecting Queensland’s Strategic Cropping Land’ above. Refer to Response to Overall Outcomes for the Cooroy and Lake Macdonald Locality: p), q) and r) below. Refer to Response to Overall Outcomes for the Cooroy and Lake Macdonald Locality: k) below. h) Economic activities are focused on – i. Cooroy’s role as the principal business and service centre for the hinterland; ii. Cooroy’s industrial estate; iii. technology based businesses reliant on broadband communication; iv. timber industry initiatives and product manufacturing at the Nandroya Mill site; v. Cooroy’s support role in the locality for surrounding agricultural activities; vi. extractive and mineral resources; vii. facilitating artistic and cultural business enterprises; and viii. agricultural industries and associated rural enterprises; RESPONSE: The proposed development involves the extraction of clay at the existing West Ridge Mining Lease (ML No. 3742) on Lot 3 on SP108094 for the purpose of providing material for clean fill. The material extracted from the Site will be utilised as fill in the rehabilitation of the CSR mining leases to the south of the Site (at Neales Quarry and White Pit Quarry) in order to establish an appropriate landform to facilitate post extraction land uses. The proposed development for extractive industry will be undertaken in a manner consistent with the disturbed areas (from the previous mining activities) over the land. Impacts on the environment will be limited as all proposed activities will be within existing disturbed areas with no extension outside of the existing mining lease operational area. The approval sought is for a limited purpose (to enable rehabilitation of the mining leases to the south of the Site at Neales Quarry and White Pit Quarry). It is expected that once the project commences, it will take approximately 2 years to complete. The proposed development will provide a source of employment to the local community. Flow on economic activities including fuel supply (for transporting the material), sub-contracting, supply of consumables, road transport and mobile and fixed planting servicing will contribute to the local economy.
