Planning Assessment Report                                                                                              Page 24
300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry

i) Business opportunities in Cooroy are enhanced by its access to the Bruce Highway and the North Coast Rail
      line;

RESPONSE:
Not Applicable.

j) The town of Cooroy provides a range of community services, schools, medical facilities, sporting and
      recreational facilities, which service the hinterland and beyond;

RESPONSE:
Not Applicable.

k) New areas of urban and rural settlement development are precluded from the part of the locality within the
   catchment area of Lake Macdonald where the dominant goal is the protection of water quality within the primary
   water supply source;

RESPONSE:
Managing water quality is the principal environmental issue for CSR’s mining areas and is recognised as such in the Plan of
Operations. The proposed disturbance areas are located approximately 1 km to the west of Lake Macdonald and will not
impact on the Lake Macdonald catchment area.

The Site Based Management Plan (ATTACHMENT 8) prepared for the Site, provides the framework for environmental
management on the Site and is a practical guide at the operational level to contain environmental impacts. The SBMP has
been prepared to assist in the management and protection of surrounding environment values and describes how the
operator proposes to manage potential environmental impacts which may be caused by carrying out extractive and
processing activities. The SBMP prepared for the Site includes a Stormwater, Erosion and Sediment Control Plan to
ensure changes to the hydrological regime, contamination of stormwater, on-site soil erosion and release of contaminated
water off-site is prevented, as far as practicable.

l) The Bruce Highway, Elm Street, Cooroy-Noosa Road, Eumundi Road, parts of Myall Street and Diamond Street,
      Cooroy-Belli Road, Maple Street, Mary River Road, Lake Macdonald Drive and Sunrise Road are protected as
      parts of the Noosa’s major road network;

RESPONSE:
Lake Macdonald Drive is recognised as a “major road” pursuant to the Noosa Shire Planning Scheme. However, the
proposed works are approximately 800 m from this road and the view of the proposed extraction areas on-site from the road
is obscured by the riparian vegetation associated with Six Mile Creek which will remain unaffected.

The haulage of extracted material from the Site (on Lot 3 on SP108094) to be used as fill for the rehabilitation of the mining
leases to the south of the Site at Neales Quarry and White Pit Quarry will utilise Lake Macdonald Drive.

The proposed haulage route and transportation of materials between the Site and the two mines to be rehabilitated to the
south (Neales Quarry and White Pit Quarry) include the following:

      brickworks access from Lake Macdonald Drive;
      1.4 km section of Lake Macdonald Drive; and
      White Pit Quarry access from Lake Macdonald Drive.

It is noted that access from Neales Quarry will be via the White Pit Quarry access.

A Traffic Impact Assessment Report prepared by TTM Group has been included as part of the assessment which investigates
the proposed haulage route between the subject Site and the two mines to be rehabilitated (refer ATTACHMENT 7 –
TRAFFIC IMPACT ASSESSMENT REPORT).

The Traffic Impact Assessment Report anticipates that it is not expected that any significant pavement damage will occur to
Lake Macdonald Drive during the haulage activities. In addition, the assessment provides that the haulage of materials along
Lake Macdonald Drive is anticipated to not impact existing public transport, cyclist or pedestrian activity.
