Planning Assessment Report Page 28 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry Although the Site comprises an “Agricultural Land Conservation Area”, the Site was previously utilised for the mining of clay (covered by ML No. 3742) as raw feed for the production of clay bricks and pavers. As such, parts of the Site mapped as “Agricultural Land Conservation Area” contain disturbed areas subject to the mining activities previously conducted on- site. The proposed development for extractive industry will be undertaken in a manner consistent with the disturbed areas (from the previous mining activities) over the land. Impacts on the environment will be limited as all proposed activities will be within existing disturbed areas with no extension outside of the existing mining lease operational area. The proposed development will be guided by a Site Based Management Plan (“SBMP”) prepared for the Site. The SBMP provides a framework for environmental management on the Site and is a practical guide at the operational level to contain impacts. The SBMP has been prepared to assist in the management and protection of surrounding environmental values and describes how the operator proposes to manage potential environmental impacts which may be caused by carrying out extractive industry activities (refer ATTACHMENT 8 – SITE BASED MANAGEMENT PLAN). In addition, correspondence from the DNRM (dated 27 November 2012) identified that the property failed to meet the requirements to be considered strategic cropping land. As such, the Site is identified as having no history of cropping and was decided to be non-SCL (refer ATTACHMENT 9 – STRATEGIC CROPPING LAND DETERMINATION). The proposed development for extractive industry will be undertaken in a manner consistent with the disturbed areas (from the previous mining activities) over the land, and will be limited as all proposed activities will be within existing disturbed areas with no extension outside of the existing mining lease operational area. ii. preventing the fragmentation of good quality agricultural land; RESPONSE: Refer to response a) (i) above. The proposed development does not involve fragmentation of good quality agricultural land. iii. facilitating the growth of non-traditional, though high value, crops which have minimal impact on the natural environment or adjacent crops; RESPONSE: Refer to response a) (i) above. iv. facilitating the growth of non-traditional animal husbandry practices such as aquaculture where it does not alienate good quality agricultural land or have a detrimental impact upon the environment; RESPONSE: Not applicable. v. protecting agricultural pursuits from incompatible uses; RESPONSE: Refer to response a) (i) above. vi. facilitating the growth of farm forestry practices; RESPONSE: Refer to response a) (i) above. It is anticipated that the proposed development will not impact on the growth of farm forestry practices within the wider surrounding area. vii. value adding to farm produce to enhance economic viability; and RESPONSE: Not applicable.
