Planning Assessment Report Page 33 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry The ‘non remnant vegetation’ category would not achieve the definition of an ‘Environmental Protection Area’ (below) because: it is not ‘Endangered’ vegetation pursuant to the VM Act; it is not listed as forming habitat for rare, threatened or protected fauna species, as identified in Vegetation of Noosa Shire (NB: the site inspection confirmed that the two proposed disturbance areas do not support habitat for rare, threatened or protected fauna species); it is not rare or naturally restricted; and the extent of this type of vegetation reserved within protected areas in Noosa is not ‘low’ as identified in Vegetation of Noosa Shire. The Site inspection confirmed that the proposed disturbance areas do not support habitat for rare, threatened or protected fauna species. In addition, the proposed development will be guided by a Site Based Management Plan (“SBMP”) prepared for the Site. The SBMP provides a framework for environmental management on the Site and is a practical guide at the operational level to contain impacts. The SBMP has been prepared to assist in the management and protection of surrounding environmental values and describes how the operator proposes to manage potential environmental impacts which may be caused by carrying out extractive industry activities (refer ATTACHMENT 8 – SITE BASED MANAGEMENT PLAN). It is anticipated that the impacts on the amenity will be minimised as the proposed development does not require the removal of vegetation: within 30 m of prominent ridgelines and hillslopes; in gullies; along watercourses or drainage lines; or within 10 m of road reserves. Lake Macdonald Drive is recognised as a “major road” pursuant to the Noosa Shire Planning Scheme. However, the proposed works are approximately 800 m from this road and the view of the proposed extraction areas on-site from the road is obscured by the riparian vegetation associated with Six Mile Creek which will remain unaffected. v. develops and operates in a sustainable manner, including prudent use of non-renewable resources; RESPONSE: Noted. The proposed development will be guided by a Site Based Management Plan (“SBMP”) prepared for the Site. The SBMP provides a framework for environmental management on the Site and is a practical guide at the operational level to contain impacts. The SBMP has been prepared to assist in the management and protection of surrounding environmental values and describes how the operator proposes to manage potential environmental impacts which may be caused by carrying out extractive industry activities (refer ATTACHMENT 8 – SITE BASED MANAGEMENT PLAN). vi. results in a proportion of Noosa’s higher order needs being fulfilled by facilities located in other areas, particularly the key regional centre of Maroochydore; RESPONSE: Not applicable. vii. protects industrial areas, valuable extractive and mineral resources and associated heavy vehicle haul routes, particularly from the encroachment of incompatible development, for the ongoing benefit of the community; and RESPONSE: The Site has been identified as comprising a “Mining Lease” and “Local Resource/Processing Area” as identified on the Noosa Shire Planning Scheme Overlay Map OM3.5 Natural Resources Overlay Map. In addition, Council’s Planning Scheme Strategy Map identifies the Site as being in an area containing an “Extractive Resource”. December 2012 / file ref. 1271_DA1_310_001 GROUNDWORK p l u s
