Planning Assessment Report Page 34 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry The proposed development involves the extraction of clay at the existing West Ridge Mining Lease (ML No. 3742) on Lot 3 on SP108094 for the purpose of providing material for clean fill. The material extracted from the Site will be utilised as fill in the rehabilitation of the CSR mining leases to the south of the Site (at Neales Quarry and White Pit Quarry) in order to establish an appropriate landform to facilitate post extraction land uses. The approval sought is for a limited purpose (to enable rehabilitation of the mining leases to the south of the Site at Neales Quarry and White Pit Quarry). It is expected that once the project commences, it will take 2 years to complete. The proposed development for extractive industry will be undertaken in a manner consistent with the disturbed areas (from the previous mining activities) over the land. Impacts on the environment will be limited as all proposed activities will be within existing disturbed areas with no extension outside of the existing mining lease operational area. The haulage route of extracted material from the Site (on Lot 3 on SP108094) will be via Lake Macdonald Drive. The proposed haulage route and transportation of materials between the Site and two mining leases to be rehabilitated to the south (Neales Quarry and White Pit Quarry) include the following: brickworks access from Lake Macdonald Drive; 1.4 km section of Lake Macdonald Drive; and White Pit Quarry access from Lake Macdonald Drive. It is noted that access from Neales Quarry will be via the White Pit Quarry access. A Traffic Impact Assessment Report prepared by TTM Group has been included as part of the assessment which investigates the proposed haulage route between the subject Site and two mining leases to be rehabilitated (refer ATTACHMENT 7 – TRAFFIC IMPACT ASSESSMENT REPORT). The Traffic Impact Assessment Report anticipates that it is not expected that any significant pavement damage will occur to Lake Macdonald Drive during the haulage activities. In addition, the assessment provides that the haulage of materials along Lake Macdonald Drive is not anticipated to impact existing public transport, cyclist or pedestrian activity. It is intended for a Drivers Code of Conduct to be implemented which will also include information to the treatment and awareness of on road cyclists when entering, exiting or travelling along the haulage route. The proposed development will be guided by a Site Based Management Plan (“SBMP”) prepared for the Site. The SBMP provides a framework for environmental management on the Site and is a practical guide at the operational level to contain impacts. The SBMP has been prepared to assist in the management and protection of surrounding environmental values and describes how the operator proposes to manage potential environmental impacts which may be caused by carrying out extractive industry activities (refer ATTACHMENT 8 – SITE BASED MANAGEMENT PLAN). viii. utilises water and energy efficient practices. RESPONSE: Managing water quality is the principal environmental issue for CSR’s mining areas and is recognised as such in the Plan of Operations. Appropriate water and energy efficient practices will be employed as part of the proposed development. The proposed development will be guided by a Site Based Management Plan (“SBMP”) prepared for the Site. The SBMP provides a framework for environmental management on the Site and is a practical guide at the operational level to contain impacts. The SBMP has been prepared to assist in the management and protection of surrounding environmental values and describes how the operator proposes to manage potential environmental impacts which may be caused by carrying out extractive industry activities. The SBMP prepared for the Site includes a Stormwater, Erosion and Sediment Control Plan to ensure changes to the hydrological regime, contamination of stormwater, on-site soil erosion and release of contaminated water off-site is prevented, as far as practicable (refer ATTACHMENT 8 – SITE BASED MANAGEMENT PLAN).
