CSR West Ridge Quarry Ecological Assessment Report 1 Introduction This Ecological Assessment Report has been prepared by Cardno (Qld) Pty Ltd on behalf of CSR Building Products Ltd (CSR) in respect of the proposed use of clean fill material from CSR’s West Ridge Quarry mining lease site in rehabilitation works at two other mining lease sites located nearby. West Ridge Quarry mining lease is within Lot 3 on SP108094, located on Lake Macdonald Drive in Lake Macdonald approximately 3km north of the township of Cooroy (refer Figure 1). As the material from the West Ridge Quarry site will be extracted for use as clean fill, and not for its mineral qualities the activity cannot be conducted under CSR’s current Plan of Operations (PoO) and Environmental Authority (EA) for the mining lease. As such, the proposed activity constitutes as Material Change of Use in accordance with the Sustainable Planning Act (SPA), and is defined as 'Extractive' under ‘The Noosa Plan’ administered by the Sunshine Coast Regional Council (SCRC). As an additional part of the MCU application, the proposed development also requires development approval to conduct an Environmentally Relevant Activity (ERA) including Extractive and Screening Activities under ERA 16. The objective of this report is to provide an analysis of the ecological values of the area and provide an assessment of constraints posed by the Biodiversity Overlay Code of The Noosa Plan. The analysis presented within this report is based primarily on data collected by Cardno during a field survey, together with a review of existing and desktop information concerning the biodiversity values known to characterise the West Ridge site and surrounding landscape. This assessment report specifically provides: > in Section 2.0, information on the works proposed at the West Ridge site; > in Section 3.0, a description of the assessment methodology and field survey techniques; > in Section 4.0, a description of the ecological values within and surrounding the proposed disturbance areas in terms of the vegetation communities present, their constituent flora species, and the fauna habitat provided; and > in Section 5.0, a specific assessment of the constraints posed to the proposed works by local legislation, specifically assessment against The Noosa Plan 2000 – Biodiversity Overlay Code.
