Appendix J - Water Supply and Wastewater Servicing Report
Lutheran Services Page 3 of 15
PF80 - Cooroy Care Farm
24 May 2018 Ref. No. 2017.0616
1.4 Purpose
This report addresses:
▪ How an adequate supply of potable water will be sourced to meet the requirements of the
residential care facility;
▪ How an adequate non-potable water supply will be sourced to meet the needs of the care
farm, ie for irrigation of crops and watering of stock;
▪ How wastewater generated within the site will be managed.
This report does not address site fire services in any detail, or the internal water and sewerage
pipe network, which will be provided by the hydraulics consultant, though the outcome of these
investigations will influence the internal plumbing requirements.
The proposed development is an aged care facility, catering for dementia and respite care, and
centred around a farm environment. The water and wastewater objectives therefore include:
▪ Potable water supply:
– A secure supply that can reliably meet the community’s water needs at all times;
– A safe supply that guarantees the quality of the water to protect the health of the
community;
– A supply that meets the requirements of the appropriate regulatory authority (Sunshine
Coast Council / Queensland Health);
▪ Non-potable water supply:
– An appropriately secure supply to meet the farm and other non-potable water needs;
– A supply of suitable quality for farm and other non-potable water uses;
▪ Fire-fighting:
– An adequate volume of stored water to meet the specified flow and duration of fire-fighting
flows;
▪ Wastewater management:
– A direct wastewater discharge into the existing Unitywater rising main located to the north
of the site in accordance with Unitywater requirements.
1.5 Unitywater Advice
Advice received from Unitywater in November 2016 indicated that the proposed development “is
outside Unitywater’s current and future Water and Sewer Services Area” and that they were
“unable to offer connection” to their networks.
Nevertheless, it is noted that a Unitywater sewerage rising main runs between Pomona and
Cooroy adjacent to the site along the railway corridor (refer to Figure 4).
Further advice from Unitywater is that connection to the sewerage rising main, ie via a private on-
site sewage pumping station pumping directly into the main, would be approved as there is a
precedent for this type of connection in the area. An updated Service Advice Notice (SAN) has
been received from Unitywater (SAN No. 201801292, dated 19 April 2018) to confirm their
position. The SAN is included at Appendix A with the main points summarised below:
▪ Unitywater will permit the development to connect to the rising main subject to a number of
conditions;
▪ The connection will be privately owned and operated, and constructed at the Lutheran
Services’ cost;
