4. ADVICE & INFORMATION
Planning
Additional Reports needed:
• Stormwater management plan
• Traffic impact and management plan (including demand and truck access)
• Waste management plan
• Noise report (addressing management of night time deliveries on existing or future
dwellings in the vicinity)
Design
• Any design will need to ensure appropriate treatment to the Garnet Street frontage.
Please provide detailed drawings/renders demonstrating integration and activation of
the street. The design will need to protect the existing leopard trees, provide for a nil
setback to Garnet Street, look at the changes to on-street parking, include awnings in
accordance with The Noosa Plan requirements, provide transparent shop fronts,
landscaping, and appropriately designed outdoor dining areas.
• The building should be single storey on Garnett Street. It should have a traditional
form (as much as possible) and integrate with the existing streetscape. The bulk and
scale of the building should be consistent with its surrounds.
• The proposal should include awnings (with timber posts if possible) to the street to
create a positive pedestrian environment, a sheltered space with a human scale but
be designed to retain the existing street trees.
• The proposal should include transparent shopfront glazing to Garnett Street, the
entrance should be easily read and address the street. Trolley bays to be located to
the side.
• The roof form should be compatible with Federation / Art Deco styles, generally
concealed behind a parapet wall.
• Signage should be minimal, located above awnings and on parapet walls. Any
proposal should include proposed signage.
• For Built Form Specific Outcomes please refer to 053 to 060 of the Business Centre
Zone.
• There was additional discussion on landscaping, with a nil landscaping setback to
Garnet Street considered acceptable, except in front of any car parking area, where
there shall be a 2m minimum landscape setback.
• Need further Additional details required of about the grade differences between the
proposed shop heights, carparking areas, loading dock and the laneway. Any changes
in grade will need to cater for There will need to be sufficient grade between the site
and the laneway to cater for pedestrian access, to enhance permeability of the centre.
• There was discussion about the link between the existing IGA and this development.
• The laneways to the rear of the site and throughout Cooroy are to provide for
pedestrian exploration. The retention of accessibility and through links should be
noted when designing this area of the proposal.
• Please provide for appropriate access from the laneway to the shops. Plans will also
need to confirm heights of the building bulk and loading areas at the laneway.
• There was a discussion on The Noosa Plan requirement for public toilets, and that in
this size centre, Council would not be seeking this requirement.
• Include waste storage areas and screening from street/laneway.
• The building is centred on top of a Unitywater sewer easement. Discuss with

Unitywater about their requirements about building over easements and submit a
written comment from Unitywater with the MCU application.
• Include details about proposed signage. These will need to meet The Noosa Plan
requirements.
• Carparking 1 per 20m2 for 1st 100m2 (5) then 1 per 15m2 (80) of use area beyond.
Also include scooter bays in accordance with PSP26 and bicycle and change
rooms/toilets in accordance with The Noosa Plan.
• The layout plan should include trollies bays for the ground and basement parking
areas. Also, a lift and/or trolley ramp between the basement and ground floor is/are
expected to be included in the plan.
• The submitted plans for the MCU should include detailed field survey and plans for the
finish levels and any necessary cross sections to show the relevant details of the
proposal.
• A preliminary geotechnical assessment for the excavation and foundation works is
recommended.
• Additional meetings are encouraged about the design of any building.
Traffic
• Articulated Vehicles (AVs) entering from Maple Street would most likely not be able to
enter the laneway, because of the existing awning encroachments at the CBA
tenancy, the Chinese Restaurant and power poles in Maple Street.
• Discussions centred around allowing smaller trucks and some Heavy Rigid Vehicles
(HRVs) down the lane (if they can fit) and restricting their movement times, so as not
to cause a further road safety problem. This is to be addressed in the traffic impact
and management plan. The management plan should include sweep paths of
suggested vehicle at all critical locations along and at the entry and the exit of the
laneway.
• As per the other developments in the laneway, Council requires a 1.5m dedication of
land to increase the size of the carriageway.
• The laneway and loading areas will need to also service waste vehicles.
5. INFRASTRUCTURE CHARGES
A request for written advice for an Infrastructure Contributions Estimate relevant to your
proposal may be obtained for a fee of $211.
