The Commonwealth database search tool of MNES7 identifies several national values (listed under the
EPBC Act 1999) potentially occurring within 2km of the subject land as follows:

     •    four listed threatened ecological communities (Coastal Swamp Oak {Casuarina glauca} Forest
          of NSW and South East QLD ecological community; Lowland Rainforest of Subtropical
          Australia; Coastal Swamp Sclerophyll Forest of NSW and South East QLD; and Subtropical and
          Temperate Coastal Saltmarsh
     •    85 threatened species (including grey-headed flying fox, koala, frogs and plant species)
     •    72 migratory species
     •    106 marine species, whales and other cetaceans (not considered relevant for the subject land)
     •    26 invasive species
     •    2 Nationally Important Wetlands

These species include pelagic birds, marine turtles, migratory shorebirds, sharks and whales. These
species are not considered further in the assessment due to habitat requirements and unlikelihood of
occurring on/near the subject land. The MNES database report is provided in ATTACHMENT A.

2.4 State Remnant Vegetation and Flora Mapping
The State (DNRM) administers clearing of regulated vegetation under the Vegetation Management
Act 1999 (VMA). The Regulated Vegetation Management Map 8shows the site as supporting least
concern (green shading) remnant regional ecosystem (RE12.2.7), wetland vegetation and and essential
habitat (hatching with four numbers) mapped within the subject land. Land to the immediate north
and west (including the mangroves, wetland and bushland are not mapped as remnant vegetation
(refer Extract A). Due to the zoning and being within an urban area (i.e. urban area and urban
purposes), there are no specific requirements to be met under the VMA.

RE12.2.7 represents Melaleuca quinquenervia open forest on sand plains, while the essential habitat
mapping is for three frogs (acid frogs) and the koala. RE12.1.3 (least concern) {Mangrove shrubland
to low closed forest on marine clay plains and estuaries} is mapped along the creek to the west of the
site, while RE12.3.13/RE12.3.4 (of concern) {Closed heathland on seasonally waterlogged alluvial
plains usually near coast/ Melaleuca quinquenervia, Eucalyptus robusta woodland on coastal alluvium}
is mapped to the north, west of the existing resort.
