Attached to the e-mail Response to Information Request - MCU16/0084 & OPW16/0157.
(k) When and how integrity testing of the UPSS will be conducted
(l) How possible hazchem vapour build up will be controlled and relieved in the detention tank
and work area underneath the shop building to prevent explosive limits of vapour being
reached and provide a safe working environment. It is recommended that the detention tank
be relocated outside of any building envelope and adequately ventilated
(m) How the detention tank be accessed, maintained, serviced and repaired etc including
contingency procedures for a fuel spill entering the system
(n) How the detention tank will be constructed to prevent mosquito breeding
(o) How noise from mechanical plant such as refrigeration equipment, a/c units, motors,
compressors etc. with be controlled so as to prevent a noise nuisance to neighbouring
properties
Response: The service station design and operation will comply with the general environmental duty
under the Environmental Protection Act 1994. The proposal has responded to the following:
(a) Underground and/or above ground maximum storage capacity volumes of hazchems on site
Response: The proposal will have a total of Underground petroleum storage of 150,000L made up of
one (1 no.) 80,000L tank and one (1 no.) 70,000L tank.
(b) The type of storage tanks (e.g. double containment FRP etc.) proposed complying with
AS1692 “Tanks for the storage of Flammable and Combustible Liquids” as a minimum
Response: The proposal will utilise underground, double-walled fibreglass tanks with brine
(Hydroguard) filled interstitial space.
(c) Leak detection methods proposed (e.g. statistical inventory analysis, automatic tank gauging,
electronic line leak detection, safe suction etc.) – at least 2 methods capable of detecting a
leak at a rate of 0.76 litres per hour or more with at least 95% accuracy and a probability of
false detection of 0.05 or less
Response: The proposal provides two (2) methods for detecting leaks which include:
Automatic tank gauging; and
Electronic line leak detection.
(d) Description of the secondary containment proposed for the UPSS including pump sumps,
product piping and interstitial space monitoring in accordance with relevant applicable
Standards
Response: Secondary containment includes Browning fill box, double contained pressure UPP lines,
dispenser containment sumps, brine (Hydroguard) filled interstitial space with monitoring.
(e) Location of ground water monitoring wells (at least 2) which maximizes the likelihood that the
wells will intercept possibly contaminated ground water whatever the ground water flow
conditions
Response: The proposal will comprise a minimum of two (2) monitoring wells to diagonal corners of
each underground tank.
