Not applicable.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 6 July
2018 regarding the Level of Service Catalogue and:
A. Note the development of the Level of Service Catalogue 2018/19 as the first stage in
documenting all of Council’s service levels; and
B. Adopt the Level of Service Catalogue 2018/19 (as provided at Attachment 1 to the report)
for the purpose of identifying the levels of service for each of the identified service
categories.
REPORT
For the first time since our re-establishment, we are introducing into our suite of budget
documents for adoption, details of our service levels. While some ad hoc work has been done in
the past on defining service levels (either through service reviews or various business plans) we
have not previously attempted a systematic definition of our various service levels.
This project commenced in late 2017 and entailed scoping what services we provide. Given the
scope of the project, it was decided to initially focus on our “external facing” services in year one.
These have now been largely completed as well as one or two internal service delivery areas.
We will complete the remainder of the service delivery areas in 2018/19.
The table below sets out how service levels integrate into our suite of budget documents:
Document Purpose
Corporate Plan (not adopted Our long term strategy based on both a twenty year vision and
annually as part of the budget five year key focus areas
process)
Operational Plan Major projects Council wants to achieve in the 2018/19 financial
year that help us achieve our long term goals
Level of Service Catalogue Levels of service to be provided based on the adopted budget
(focused primarily on “business as usual” type activities)
Financial policies and associated The policy and legislative framework associated with the adoption
policies of the budget
