SPECIAL MEETING AGENDA 6 JULY 2018
Document Purpose
Budget The financial resources allocated to achieve our desired outcomes
Organisational structure The staff resources allocated to achieve our desired outcomes
Level of service catalogue
Our initial Level of Service Catalogue for 2018/19 is attached to this report. It represents many
months of work undertaken by staff to document the levels of service. As previously advised to
Councillors, this catalogue is a starting point on the journey of providing more detailed
information to our community of what services we provide and to what standard. This is the first
time Noosa Council has ever had a service catalogue with this level of detail.
For each service activity, we have identified:
the service output;
where that service fits into our organisational structure;
the relevant links to our budget including cost centre references;
key statistics for the service;
other important information such as opening hours, response times to customers, scheduled
activities, links to asset management information etc;
key service metrics – these include where possible, a reference to the cost per service; and
performance measures – for many of our services that are quantifiable in nature, identifying
performance measures has been relatively straightforward. However, this is more difficult for
services that don't contain quantifiable measures. The performance measures will to continue
to develop over coming years.
Acknowledgement
I would like to acknowledge the incredible amount of effort undertaken on this project by
Council’s Executive Officer, Narelle Reid. The level of detail and analysis has been exemplary
and we have covered more services at this stage than originally anticipated. Narelle has also
received good support from our Directors and Managers in extracting details from a range of
documents including budgets, service reviews, branch plans, asset management plans,
operating procedures etc.
Creating a central repository for all of that information will be incredibly valuable to Council in the
future as we can now make more informed decisions in relation to service levels. It will be
important to maintain this information on a yearly basis as part of the annual package of budget
documents.

Finance
Having a detailed service catalogue provides a more complete picture of our budget to Council
and the community. It identifies exactly what is being provided at a detailed level. It will also
assist in future budget discussions when Council is considering additions or reductions to service
levels for particular services.
