“Preparation of a Preliminary Construction Management Plan
12. A preliminary Construction Management Plan must be submitted with the Operational
Works application and must address the following:
a. Traffic management during all aspects of the construction phase including:
i. A Traffic Management Control Plan in accordance with the Manual of
Uniform Traffic Control Devices (MUTCD) detailing all temporary signage
and traffic control measures prior to construction
ii. Maintenance of safe vehicle and pedestrian access for the areas affected by
the works during and after daily construction has ceased
iii. Proposed fencing to the site during the construction phase of the
development
iv. Approval of the Traffic Management Control Plan by the Department of
Transport and Main Roads (DTMR) for any works on State controlled roads
v. Provision for worker car parking

the construction site, through the implementation of appropriate erosion and
sediment control measures

i. It is acknowledged that the preliminary Construction Management Plan will be a
draft document requiring finalisation upon appointment of the Principal Contractor

submitted at the Pre-Start Meeting for the project.”
Information Required
2. Provide a preliminary Construction Management Plan in accordance with Advisory Note
12 and in accordance with the Noosa Plan 2020.
Issue –Table Drain Conveyance
It is unclear how stormwater flows from the existing table drain along Church Street will be
conveyed southwards along the development frontage as shown on the proposed External
Roadworks Layout Plan (Drawing 184-001-800 Rev A, Dated 25.10.23) at CH 70.00m.

Information Required
3. Provide a piped inlet into the proposed gully pit (Structure 1-5) in accordance with Revision
D of External Roadworks Layout Plan 184-001-800 as referenced in Condition 18 of
Attachment A of the P&E Court Appeal.
Issue – Retaining Wall Detail
Council requires additional detail of the three retaining wall types proposed across the site to
assess the application.
Information Required
4. Provide amended earthworks drawings including the cross-sectional typical details of each
wall type proposed including the extent of subsoil drainage required and any additional
construction notes.
Note that all retaining walls that are publicly accessible and exceed 1.0m in height must
be fitted with a commercial grade safety fence in accordance with Condition 36 of
Attachment A of the P&E Court Appeal.
Issue – Filter Media Area
Table 11 of the Hydraulic Impact Assessment approved as part of Condition 2 of the P&E
Court Appeal nominates a combined filter area of 53m2 for the bioretention basins. The
submitted Plans only include 50m2 of filter area.
Information Required
5. Provide amended plans demonstrating that the recommended filter media area of 53m2
can be accommodated in accordance with the approved Hydraulic Impact Assessment.
Or alternatively,
Provide an amended report with supporting modelling demonstrating that the reduced area
is acceptable.
Issue – Bio Basin Access & Maintenance
Council has concerns with the maintenance and access locations for the proposed bio
retention basins given the steep batters proposed. Water by Design – Bioretention Technical
Design Guidelines (2014) recommends a limiting width of 10 meters from the access point
and bio basin perimeter when construction and maintenance access is available from one
side. The distance from the end of the shared driveway to the far perimeter of Bio Basin 1 is
approximately 16m.
Information Required
6. Provide amended plans nominating the access point for each bioretention basin and
demonstrate that the minimum access and maintenance requirements of Water by Design
– Bioretention Technical Design Guidelines (2014) can be achieved.
Issue – Open Drain Access & Maintenance
It is unclear how drainage easements A, B, C & D are able to be accessed internally within
the site for maintenance purposes given the extensive earthworks and associated retaining
walls proposed.

Information Required
7. Nominate suitable access points for the open drains contained within easements A, B, C
& D and include amended plans showing the required access treatments (e.g. stairs, paths
and gates etc.).
