Council Policy
STRATEGIC LAND
ACTIVATION POLICY
Corporate Plan Reference: Theme 5 Excellence
Endorsed by Council: 21 November 2024
Policy Author: Director Corporate Services
POLICY STATEMENT
Noosa Council manages a portfolio of Land Assets that play a key role in achieving Noosa Council’s
strategic objectives.
As Noosa's Shire’s competing requirements for land demands grow, a strategic approach to Land
Activation is essential. This Policy provides a structured and systematic approach to ensure land assets,
when activated, are used to their full and optimum potential in line with the Noosa Plan 2020.
With limited public resources and increasing expectations for local government to strengthen
communities, it is crucial to maximise the value and utility of land assets.
This Policy guides Council Officers to take an informed, proactive and strategic approach to the
activation of Council owned land to drive positive outcomes for both the community and Council,
balanced with Council’s environmental values and the importance of retaining land for conservation.
PURPOSE
The Policy aims to provide a clear and structured framework for land activation by Council, ensuring
Land Assets support service provision while delivering meaningful impacts aligned with Council’s
strategies and goals.
By doing so, the Policy seeks to unlock opportunities for economic growth, community enhancement
and environmental stewardship.
SCOPE
This Policy applies to all land over which Council has influence, whether through current ownership,
trusteeship, leasing, licensing or future ownership.
In respect of Council’s strategic land holdings, Council may consider opportunities for Activation,
Acquisition, Divesting, Holding or Continuing (no change).
To support these potential actions, the Policy covers a wide range of strategic or priority land activation
activities generally featuring investment in non-core (or essential) infrastructure and revenue
generation. This may include:
• Land Activation Projects: Initiatives aimed at utilising land over which Council has influence to
achieve strategic outcomes.
• Commercial Activities: Commercial enterprises proposed on Noosa Council land, provided they
align with Council’s strategic goals and deliver benefit to the community.
• Community or Environment Projects: Projects that aim to enhance community welfare,
promote social cohesion and uphold environmental values, including a focus on conservation or
address specific community needs in line with Council’s objectives.
• Strategic Infrastructure Development: The development of key infrastructure projects on
Council land which are essential to supporting regional growth and service levels.
