5 BUSHFIRE MANAGEMENT MEASURES

5.1 General

The following section describes bushfire management measures to be incorporated into the
proposed development to reduce the risk of bushfire impacts to people and property.
Implementation of the identified measures is not implied nor intended to advocate that building
occupants remain on the site during a bushfire event, nor that people and property will be
protected from bushfire impacts. The measures are intended to reduce the potential severity
of bushfire impact to the development and not prevent bushfire impact. The bushfire mitigation
measures have been derived from:

e Department of State Development, Manufacturing, Infrastructure and Planning’s State
Planning Policy — State interest guidance material — Natural hazards, risk and
resilience — Bushfire (December 2019) (referenced herein as SPP (Bushfire) 2019);
and

e¢ Queensland Fire and Emergency Services. (2019). Planning for Bushfire Resilient
Communities.

5.2 Asset Protection Zones

Asset Protection Zones (APZ) provide a defensive tool to assist in the reduction of potential
bushfire impact to people and property situated in bushfire prone areas. For illustrative
purposes, Plate 7 depicts the concept of an APZ surrounding a dwelling in a bushfire prone
area.

Plate 7 — Asset Protection Zones

The proposed development footprint (wedding marquee and access) has been confirmed to
be located within a bushfire hazard area. The risk assessment undertaken in Section 4
identifies the proposed plan of development satisfies the minimum separation distances
required to achieve <29kW/m? radiant heat flux exposure to the wedding marquee. Therefore,
no changes to the arrangement or position the building is required.

It is noted the marquee is expected to be constructed of a canvass like material which offers
limited to negligible resistance against direct flame, radiant heat and ember attack. The
modelled radiant heat flux exposure acting on the marquee was determined to be 8.02 kW/m
* and therefore patrons would be expected to be exposed to pain within 10 — 20 seconds of
direct exposure (i.e., outside of the marquee) to a fire front positioned on the edge of SU9b to
the north.

The minimum <29kW/m? radiant heat flux exposure separation distance between the wedding
marquee and the adjacent hazardous vegetation; Sub unit 9b, is to comprise an Asset
Protection Zone.

Maintenance of landscaping conditions within the APZ is recommended to satisfy Assessment
Benchmark 5 of the SPP Bushfire 2019 and the low threat vegetation criteria prescribed in
