Draft New Noosa Plan 2019
i. The Draft New Noosa Plan 2019 is the draft planning scheme proposed to replace the current Noosa
Plan 2006. Key points to note in relation to the Plan include:
‒ The Draft New Noosa Plan 2019 differs from the current Noosa Plan 2006 in terms of changes
to the structure, zones and land use definitions.
‒ The Draft New Noosa Plan 2019 has been prepared in accordance with the requirements of the
Planning Act 2016 and is currently undergoing a period of community consultation (between
February – May 2019).
‒ The purpose of the new plan is to shape the growth of Noosa Shire over the next 20 years and
to set the rules for development including new or changing land uses, subdivision, building
works, landscaping etc.
ii. Figure 1.2 illustrates the zoning for the surrounding area, based on the New Noosa Plan 2019, with key
points to note including:
‒ The subject site is located within (but on the periphery of) the Noosa Business Centre zoned
area. As illustrated in Figure 1.3, the Noosa Business Centre Map further divides this land into
precincts with differing preferred uses.
‒ The majority of land to the immediate north and west of the site is Industry- zoned. This area
does not benefit from main road exposure and would generally be considered less desirable for
large format retail uses.
‒ A small Business Centre zoned precinct (Mary and Thomas Street) is located approximately 2
km north-east of the site, which accommodates Noosa Homemaker Centre.
iii. Based on the New Noosa Plan 2019, the Noosa Business Centre is designated as a ‘Major Centre’, the
function of which is to provide for a range of business activities that serve the highest level needs of
businesses, residents and visitors within the Shire, and offers a higher level and more diverse range of
employment opportunities than other centres in Noosa Shire. This zoning allows the following uses:
‒ Retail shops and food and drink outlets (e.g. local restaurant and dining facilities);
‒ Health care services;
‒ Offices (e.g. banks and real estate agencies);
‒ Entertainment activities (e.g. a club, function facility or theatre);
